Once your route has produced its proof (the certificate alone, or certificate plus gazette), update in this order and each step makes the next one easier:
Aadhaar first
It is the base record every other office verifies against. Seva Kendra visit, certificate (and gazette if you have one), biometrics, done.
PAN second
Online correction once Aadhaar matches, so the Aadhaar-PAN link never breaks. Same PAN number, new name.
Passport third
A reissue application with the new-name documents. New passport number, so time it around visa plans.
Bank fourth
