Where you have moved to a different district or state, the address change involves a transfer, and the receiving RTO becomes the office holding your record from then on. The half that gets forgotten is nearly always the address, because the name is the thing that felt like the change. The address is the one with the longer consequences.

So it drifts, sometimes for years, until it is produced somewhere alongside a document in the new name and a stranger notices two different people. Stage 1: The affidavit

Stage 2: The Public Notice, in two copies

Each witness gives signature, full name and address, and both sign both copies at one sitting. Family members are commonly chosen and are perfectly acceptable.

Stage 3: The CD and CD-Certificate

CD-CERTIFICATE I, ____________________ W/O ____________________ , R/o ____________________________________________________ , do hereby declare:- 1- That the matter in CD and hard copy is the same and I am responsible for any mismatch. 2- That I am responsible for the quality of CD. 3- That the CD is in MS-Word Format. 4- That the above statement is true and correct. Stage 4: Newspapers, fee, covering letter and dispatch

  1. Publish in two newspapers and buy four copies

    One Hindi daily of your district and one English paper, complete original pages.

  2. Pay Rs 1,100 on BharatKosh

    With the function head, PAO and DDO checked and two receipts printed.

  3. Write the covering letter

    To The Controller, Publication Department, Civil Line, Delhi 110054, with your mobile number and email.

  4. Assemble, check and photocopy

    A full copy set kept at home.

  5. Courier it, tracked

    One to three days from most UP districts.

  6. Then Aadhaar, then the licence

Put a Date in the Diary

Because nothing will remind you. A practical habit that works: when you update Aadhaar, write down the licence as the next job pick a date within three months take everything in one bag on that day Three months is arbitrary and that is the point. Any fixed date beats waiting for a moment that never comes. The families who get this done are not more organised than everybody else. They just decided when.

Where a household has more than one thing to do at the RTO, a vehicle registration for instance, the same trip can usually cover both if the papers are ready.
