Which is why the RTO cares about your photograph and signature far more than a certificate office does. They are not confirming a fact about your past; they are confirming that the person holding this card is the person permitted.

Why You Still Attend

People ask why this cannot be finished online when a PAN correction can. Naming the licence number and the issuing RTO is what makes this specific enough for a transport office. A general affidavit about two names is weaker than one that points at the exact record being corrected.

Each witness gives signature, full name and address, and both sign both copies at one sitting.

Stage 3: The CD and CD-Certificate

The order matters more here than usual. licence corrected, Aadhaar still wrong -> the next office sees a mismatch between two photo IDs, which is the worst kind Aadhaar corrected, licence still wrong -> ordinary, and the RTO fixes it against a matching Aadhaar So fix Aadhaar first and the licence application becomes routine. Doing it the other way round creates a period where your two most-used identity documents disagree with each other, and those are exactly the two that get compared.
