What goes on top depends on your reason: a spelling correction needs an affidavit, a marriage needs the marriage certificate, and a published name change needs the gazette and newspaper pages. Look at that table and the point is obvious. For most documents on this subject, the government fee is the cost and the visit is incidental. Here it is the other way round. Which means the sensible way to think about this is not "how much is the fee" but "how do I make sure one visit is enough". Those are different questions and they lead to different preparation.

    Which may itself take a visit and some waiting, and everything downstream depends on it.

  2. Day two: get the affidavit sworn

    A notary takes an hour, and it can usually be combined with something else.

  3. An evening: complete the Sarathi application

    At home, unhurried, reading the summary screen before submitting.

  4. Day three: the RTO visit

    Allow half a day rather than an hour, and go early.

  5. Plus travel, where the issuing office is elsewhere

    Which for many people is the home district they left after school.

  6. Then waiting, which costs nothing

    The card arrives when it arrives, and that part needs no planning.

Avoiding the Second Visit

The second visit is the expensive one, and it almost always has one of four causes: AADHAAR STILL WRONG -> fix it first, always WRONG DOCUMENT SET -> match the set to your reason, not to a generic list MISSING ORIGINAL -> the licence itself, usually NO PHOTOCOPIES -> take more than you think Every one of those is avoidable at home, the night before, for free. That is the whole argument of this page: the preparation is worth more than the fee is.

Central Gazette: the Complete Process and File Format

Stage 1: The affidavit

Cost: Rs 100 to 500 including the stamp paper and the notary, and about an hour. It is the cheapest item on the list and the one that most often decides whether a counter is satisfied.

Stage 2: The Public Notice, in two copies

PUBLIC NOTICE (TWO identical typed copies, each signed and witnessed) It is for general information that I, ____________________ S/O ____________________ , R/o ______________________________ ____________________________________ , declare that I have changed my name from ____________________ to ____________________ and I shall hereafter be known as ____________________ for all purposes. Each witness gives signature, full name and address, and both sign both copies at one sitting. Typing and printing costs almost nothing.

Stage 3: The CD and CD-Certificate

CD-CERTIFICATE I, ____________________ S/O ____________________ , R/o ____________________________________________________ , do hereby declare:- 1- That the matter in CD and hard copy is the same and I am responsible for any mismatch. 2- That I am responsible for the quality of CD. 3- That the CD is in MS-Word Format. 4- That the above statement is true and correct. Stage 4: Newspapers, fee, covering letter and dispatch

  1. Publish in two newspapers and buy four copies

    One Hindi daily of your district and one English paper, complete original pages. A few hundred rupees per paper.

  2. Pay Rs 1,100 on BharatKosh

    With the function head, PAO and DDO checked and two receipts printed.

  3. Write the covering letter

    To The Controller, Publication Department, Civil Line, Delhi 110054, with your mobile number and email.

  4. Assemble, check and photocopy

    A full copy set kept at home.

  5. Courier it, tracked

    One to three days from most UP districts, a couple of hundred rupees.

  6. Then Aadhaar, then the licence

    In that order, for the reasons above.
