You have married and want your wife added to the family ration card, and the application keeps stalling. The reason is that this is not really a name change at all: it is a transfer between two households. One person can be on only one ration card in India, so she has to be removed from her parents' card first. Quick answer: Two applications, in this order. First get her name deleted from her parents' ration card at their district supply office, and collect the deletion or surrender certificate. Only then apply to add her to your card, attaching that certificate along with the marriage proof and her Aadhaar. Applying for the addition first will simply stall, because the system will find her already listed on another card.

Nobody explains this at the counter, and the reason it catches families out is that it does not look like a two-part job. You want a name added to a card; you go and ask for a name to be added to a card. What is actually happening is that a person is moving from one household record to another, and the old household has to let go before the new one can take her.

One Person, One Card

The rule behind everything on this page: a person may appear on ONE ration card Which means: WRONG ORDER apply to add her to your card -> system finds her on her parents' card -> application stalls -> nobody explains why RIGHT ORDER delete her from her parents' card collect the certificate then apply to add her to yours -> proceeds normally It is not a rule anybody hides. It is simply one nobody mentions until you have already applied.

This also explains something families find strange: the two applications are handled by two different offices, and neither will do the other's part. The office adding her cannot remove her from a card in another district, and the office removing her has no interest in where she is going.

The Deletion, First

  1. Go to the district supply office covering her parents' address

    Or the local ration office in that area, depending on how the district is organised.

  2. Apply for removal of her name from the family card

    On grounds of marriage, which is an ordinary and expected reason.

  3. Carry the marriage proof

    A registered marriage certificate where you have one, since it explains the move.

  4. Have her father or the head of family present or consenting

    Because the change is to their card, not hers, and the card holder is the applicant.

  5. Collect the deletion or surrender certificate

    This is the document everything else depends on. Do not leave without it, or without an acknowledgment saying when it will be ready.

  6. Take two copies

    One for the addition application, one for your own file.

The certificate is the whole point of the trip. Without it: the second office has no proof she came off the first card With it: the second application is ordinary counter work So if the office says "come back next week", get that in writing with a date.

When the Districts Are Far Apart

Families who moved states have a harder version of this, and the principle is the same: the removal happens where the old card is, whatever the distance.

Why Doing It Early Matters

The deletion needs the OLD household to act. Right after the wedding: relations are warm her father is willing somebody will walk to the office Five years later: her parents may have moved the card may have been reissued the head of family may have changed or passed away and a small favour has become a project Nothing expires. But cooperation is easier to get in month two than in year five.

That is the honest reason to treat this as an early task rather than a someday one, and it has nothing to do with rules. It is about who has to sign what, and how easy that person is to reach.

What About Her Surname

  1. The ration card carries whatever name is recorded

    So if her Aadhaar has been updated, the card will usually follow that.

  2. Updating Aadhaar first is the cleaner order

    Because the ration record links to it, and a mismatch there causes its own delay.

  3. A marriage certificate ordinarily carries the Aadhaar update

  4. She does not have to change her surname at all

    The transfer works either way; the card records who lives in the household, not what she chose to be called.

  5. If she keeps her maiden name, say so plainly

    The office records what her documents say, and consistency matters more than which version.

  6. No gazette is involved in any of this

    A household transfer is not a name change, whatever anybody offers to sell you.

Stage 1: The affidavit

Some supply offices ask for a simple affidavit alongside the transfer application, particularly where the marriage is not registered. That is a much smaller document than a gazette filing and costs Rs 100 to 500.

Stage 2: The Public Notice, in two copies

Each witness gives signature, full name and address, and both sign both copies at one sitting.

Stage 3: The CD and CD-Certificate

Stage 4: Newspapers, fee, covering letter and dispatch

  1. Publish in two newspapers and buy four copies

    One Hindi daily of your district and one English paper, complete original pages.

  2. Pay Rs 1,100 on BharatKosh

    With the function head, PAO and DDO checked and two receipts printed.

  3. Write the covering letter

    To The Controller, Publication Department, Civil Line, Delhi 110054, with your mobile number and email.

  4. Assemble, check and photocopy

    Including a marriage certificate copy where you have one.

  5. Courier it, tracked

    One to three days from most UP districts.

  6. Then Aadhaar, then the ration card

    The card follows Aadhaar rather than the other way round.

Make It One Trip, Not Three

Before travelling to her parents' district, phone the supply office and ask: what documents do you need for a deletion on grounds of marriage does the head of family have to come in person how long until the certificate is ready can it be collected by someone local Four questions, one phone call. Because the alternative is discovering the answer to question one after a four-hour journey, and then making it again.

This is the sort of advice that sounds too obvious to write down, and it is the single thing that most often separates a two-week job from a three-month one in this particular process.

Why We Ask About Her Parents' District First

When a ration card addition is stuck, the answer is almost always sitting in another district, on a card nobody has touched. Our first question is where her parents' card is and whether the deletion has been done. Half the time nobody has told the family that step exists.
