Quick answer: An affidavit is you saying something under oath, so it proves a statement was made and nothing more. A newspaper advertisement proves you gave public notice and allowed objections. A gazette is a government record of the change, permanent and searchable by anybody. That is why an affidavit alone is rarely enough for anything that matters, and why the gazette is what a passport office wants: only one of the three involves anyone other than you.
The confusion is understandable because they cost different amounts, and it is natural to assume the expensive one is simply the strong version. It is not. Once you know which question a counter is asking, you can usually work out what they need without asking anybody, and quite often it turns out to be the cheap one.

Three Different Questions
See the pattern in the last line of each: the affidavit involves only you, the newspaper involves the public passively, and the gazette involves a government department actively. That is the real difference, and it explains almost every counter decision you will encounter.
What an Affidavit Does
- It records a sworn statement, made by you before a notary on stamp paper, with penalties attached to lying.
- It contains no verification of the facts, because the notary attests your signature rather than checking your documents.
- It is cheap and immediate, at Rs 100 to 500 and available the same day in every district.
- It is required as the foundation of everything else, since both a newspaper notice and a gazette filing start from one.
- It works alone where you are proving an error, paired with an older document that shows the correct version.

Why an Affidavit Alone Fails
Because it is only your word
A notary attested that you signed it, not that anything in it is true. A counter reading it knows this.
So it needs something beside it
Either evidence of the old position, or a public record of the new one.
For a correction, evidence works
An affidavit plus your Class 10 marksheet is a complete request, because the marksheet is the proof and the affidavit explains it.
For a change, a record is needed
Nothing in your documents explains a new name, which is exactly the gap a gazette fills.

Choosing Without Asking Anybody
Where you genuinely cannot tell, ask the counter directly and get the answer in writing if it is a refusal, which our problems page covers. Guessing upward is expensive; guessing downward costs a second trip.

We say this knowing it argues against the larger job. The counter-argument is legitimate too: some people would rather hold one document that ends every conversation permanently, and that is a fine reason to publish deliberately. What it should not be is a default chosen out of uncertainty.

Which is the strongest?
The question does not quite work. An affidavit proves you stated something, a newspaper proves you gave notice, and a gazette proves a government recorded it. They answer different questions.
Why is an affidavit not enough on its own?
Because a notary attests your signature, not the truth of what you wrote. It needs either evidence beside it or a public record behind it.
When does an affidavit work alone?
For corrections, paired with an older document showing the right version. The document is the proof; the affidavit explains it.
Does a newspaper advertisement change my name?
No. It proves that public notice was given on a particular date and that anybody affected had a chance to object.
Why do I need four newspaper copies?
Two go into the gazette envelope and two you keep, because the passport office asks for complete original pages months later when the edition is long gone.
What makes a gazette different?
It can be verified without you. A verification officer can find the entry years later with no involvement from you at all, which no affidavit or newspaper page allows.
Should I just get all three to be safe?
Only if a gazette is genuinely needed. Otherwise it is Rs 1,100 and six weeks answering a question nobody asked.
Which does a passport office want?
The gazette, together with both complete newspaper pages. It applies the strictest reading of any counter.
Which does a school want?
Usually an affidavit with the child's birth certificate, and before board registration the Principal can correct the register on that alone.
How do I work it out myself?
Ask what the counter needs to know. Whether the name was ever correct means evidence; whether anybody else knows means a record; whether you announced it means notice.
What if I guess wrong?
Guessing low costs one extra trip. Guessing high costs Rs 1,100 and six weeks, so the cheaper mistake is downward.
Do I need an affidavit even for the gazette?
Yes. All three go into the file together, which is the clearest illustration of how they fit: statement, notice and record.
