Each counter you clear leaves you holding one more piece of paper that says what you want the next counter to say. By the fourth office you are not asking anybody to take a decision; you are showing them a settled position.
The First Counter

Check you offered the pairing
A decree alone is genuinely an incomplete request. Add the marksheet and try again.
Check your copy is court-certified
Not a photocopy, and not a photocopy of a certified copy.
Try a different branch or Kendra
Practice varies between individuals more than people expect, and this is not gaming the system.
Only then consider publishing
Once a written refusal exists and the gap is a rule rather than a document.

When to Stop Trying
There is also a perfectly reasonable third position: publishing because you would rather hold one document that ends every conversation for the rest of your life. That is a legitimate choice and some women make it deliberately, having tried the free route first. What we would not want is anybody paying for it without knowing the free route existed.
