Something has gone wrong with your passport application and somebody has used the word rejected. Before you reapply or pay anyone, find out what actually happened, because four quite different things get described that way and in three of them nothing has been refused at all. A counter declining to accept your file is not a rejection. An application put on hold is not a rejection. Knowing which one you are in tells you whether this is a week of work or something more serious.

Quick answer: Find out which of four things happened. A counter declining your file is a document gap, not a decision. An application on hold means the office wants something more. Adverse or pending police verification is a separate track with its own fix. Only the fourth, a formal refusal, is an actual no, and it is rare in name change cases. In all four, get the reason in writing with a reference, and take it to your Regional Passport Office rather than arguing at the counter, because the counter does not decide.

The word rejected does a lot of work in ordinary speech and almost none of it is accurate here. Somebody at a desk says the file cannot be taken, or a status page changes, and it feels final. Most of the time it is not. Sorting out which situation you are actually in is the whole job, because the four have different fixes and doing the wrong one wastes weeks.

The Four Meanings of Rejected

1. COUNTER DECLINED THE FILE nothing has been decided a document is missing -> bring it, book again 2. ON HOLD or OBJECTION RAISED the office wants something more -> respond to the objection 3. POLICE VERIFICATION adverse or stuck a separate track entirely -> usually an address issue 4. FORMAL REFUSAL an actual decision -> uncommon in name change cases Three of these four are recoverable.

Work out which is yours before doing anything else. People who assume the worst reapply from scratch, pay again, and reach the same wall. People who assume the best ignore an objection until the file lapses. Both are avoidable in an afternoon.

One: the Counter Would Not Take It

The commonest by a wide margin, and the least serious.

Do not argue about whether the requirement is fair. The operator is following a checklist and has no authority to waive an item, so the conversation cannot go anywhere. Get the specific missing item named, then leave.

Two: the File Is on Hold

Your file WAS accepted. It has now stopped. The RPO wants: a clarification a document an explanation of a mismatch This is a question, not a verdict. Answer it in writing, with the reference, addressed to the RPO. Not at the Kendra.
  1. Read the status message carefully

    It usually names the concern, even if the language is brief. That wording is what you are answering.

  2. Ask for the objection in writing

    With a reference number, so your reply attaches to the right file rather than arriving as loose correspondence.

  3. Answer the exact point raised

    Not the whole history. A reply that addresses one question and encloses one document moves faster than a long letter.

  4. Enclose what resolves it

    The missing page, the affidavit, the updated Aadhaar, or whatever the objection names.

  5. Address it to your RPO

    Lucknow, Ghaziabad or Bareilly depending on your district, as our offices page explains.

  6. Keep a copy and a receipt

    Because a second escalation, if needed, is built entirely on the record of the first.

Three: Police Verification

A separate track from the document side, and it fails for duller reasons than people fear.

Almost none of this is about character. Where verification is stuck, the RPO coordinates it and can be asked about a file that has stopped moving, and a polite written enquiry with your file number is more effective than repeated calls.

Four: an Actual Refusal

We say plainly when a case has moved beyond what we do. Taking a fee to attempt something that needs legal representation would waste your money and your time, and time is what these cases are usually short of.

Getting It in Writing

Whatever happened, the first move is the same. "Could I have the reason in writing, with a reference number?" Why it matters: verbal reasons change between visits a written reason names ONE thing a reference attaches your reply to the file and an escalation later is built entirely on this record Nothing can be fixed until you have it.

Stage 1: The affidavit

Clause three is the one that answers most objections about mismatched records, so keep the affidavit in the folder even after publication. It is often what an RPO wants to see alongside the notification.

Stage 2: The Public Notice, in two copies

Each witness gives signature, full name and address, and both sign both copies at one sitting.

Stage 3: The CD and CD-Certificate

CD-CERTIFICATE I, ____________________ S/O ____________________ , R/o ____________________________________________________ , do hereby declare:- 1- That the matter in CD and hard copy is the same and I am responsible for any mismatch. 2- That I am responsible for the quality of CD. 3- That the CD is in MS-Word Format. 4- That the above statement is true and correct. Signature of Applicant ____________________ S/O ____________________ R/o ____________________ The CD holds the same Public Notice text as a real MS-Word file, not a scan. Open it on another computer and check the text can be selected.

Stage 4: Newspapers, fee, covering letter and dispatch

  1. Publish in two newspapers and buy four copies

    One Hindi daily of your district and one English paper. Two copies of each edition, because the passport counter asks for complete pages later and their absence causes most of these problems.

  2. Pay Rs 1,100 on BharatKosh

    Before the envelope is sealed, with the function head, PAO and DDO checked on the confirmation screen and two receipts printed.

  3. Write the covering letter

    To The Controller, Publication Department, Civil Line, Delhi 110054, saying the formalities are complete and the documents are enclosed, with your mobile number and email.

  4. Assemble, check and photocopy

    Affidavit, Public Notice in two witnessed copies, CD with CD-Certificate, both newspaper pages, identity and address proof, photographs and the receipt, with a full copy set at home.

  5. Courier it, tracked

    One to three days from most UP districts, with no counter to visit.

  6. Publish, download, then apply

    Twenty-five to forty-five days. Applying before publication is itself a common cause of a file being held.

Never Reapply Blind

No. Nothing was accepted, so nothing was decided. A document was missing. Ask exactly which one, write it down, and rebook once you have it.

What is the commonest reason a file is turned away?
