Document lists for passports are longer online than they are in practice, mostly because writers combine the requirements for fresh applications, minors, government employees and reissues into one intimidating page. For a name change reissue the file is short. What matters is bringing the right explaining document and bringing it in the right form, which is where most wasted trips come from.

The Core Set Everybody Brings

• Your old passport in original, which is surrendered because a name change is a reissue rather than an edit.
• Proof of your current address, matching the address on the application, since police verification follows it.
• Self-attested photocopies of the old passport's first and last pages and of every other original.
• The application receipt printed after payment on the portal.
• Your Aadhaar, ideally already carrying the new name, which is why it is updated first.

Knowing that is worth something, because a long list creates anxiety and anxiety makes people carry the wrong things while forgetting the right ones.

The One Document That Varies

The Digital Gazette Question

The worry we hear most often on this subject, and it is worth answering plainly.

What the counter looks at is whether the notification is genuine, which it verifies from the issue details rather than from any seal. So print it cleanly, keep the issue number and date noted separately, and do not pay anybody to have it attested, because there is nothing to attest and no authority that does it.

Why This Counter Wants Your Newspapers

This catches more people than anything else in the whole passport process, because by the time you apply the advertisements are six weeks old and newsagents do not stock back issues. Some newspaper offices will supply an archived copy, which is slow and occasionally impossible for a small district edition.

The fix costs ten rupees and happens on the day the advertisement runs: buy two copies of each edition. Our newspaper guide makes the same point, and it is the single most repeated piece of advice we give.

Self-Attestation, Done Properly

• Self-attested means your own signature on the photocopy, not a notary's stamp and not a gazetted officer's.
• Sign across the copy, in the usual way, on every page you are submitting.
• Bring the originals too, because the counter verifies against them and returns them.
• Do not laminate anything, including the old passport, since a laminated document cannot be examined properly.
• Use clean, full-page copies, not cropped scans, since a cropped copy of a passport page is a common reason for a second visit.

People sometimes pay a notary to attest passport copies out of caution. It is not required for a reissue and it is not harmful, but the money is unnecessary, and knowing that saves a small amount on a day when other things cost more.

What Actually Sends People Home

Five of those six are decided at home the night before rather than at the counter, which is the encouraging part. The file you assemble is almost entirely within your control.

Central Gazette: the Complete Process and File Format

Stage 1: The affidavit

Keep this affidavit after publication rather than discarding it. Some counters ask to see it alongside the gazette, and it costs nothing to have in the folder.

Stage 2: The Public Notice, in two copies

Each witness gives signature, full name and address, and both sign both copies at one sitting.

Stage 3: The CD and CD-Certificate

Stage 4: Newspapers, fee, covering letter and dispatch

1. Publish in two newspapers and buy four copies

   One Hindi daily of your district and one English paper. Two copies of each edition: one pair for the Department, one pair kept for the passport office later.

2. Pay Rs 1,100 on BharatKosh

   Before the envelope is sealed, with the function head, PAO and DDO checked on the confirmation screen and two receipts printed.

3. Write the covering letter

   To The Controller, Publication Department, Civil Line, Delhi 110054, saying the formalities are complete and the documents are enclosed, with your mobile number and email.

4. Assemble, check and photocopy

   Affidavit, Public Notice in two witnessed copies, CD with CD-Certificate, both newspaper pages, identity and address proof, photographs and the receipt, with a full copy set at home.

5. Courier it, tracked

   One to three days from most UP districts, with no counter to visit.

6. Download, print five, then book the Kendra

   Publication in 25 to 45 days. Download the whole issue, note the issue number and date, print about five copies, and only then take an appointment.

Before You Travel: Check These

• Run the portal's Documents Advisor for your own case, city and application type.
• Confirm you have both complete newspaper pages, not clippings.
• Check Aadhaar already carries the new name.
• Bring originals as well as self-attested copies of everything.

After the Gazette: What Updates Next

Once the new passport arrives, check every field, because a reissue is retyped rather than copied. Then finish whatever remains: bank and employer, Tehsil certificates, education records. File the new passport with the old one and the gazette folder, since the pair explains your name history at every future renewal.

What Other Websites Get Wrong

• Wrong: a downloaded gazette needs attestation. Right: there is nothing to attest and no office that does it.
• Wrong: the gazette alone is enough here. Right: this counter also wants both complete newspaper pages.
• Wrong: copies must be notarised. Right: self-attested means your own signature.
• Wrong: one long list covers everyone. Right: most of it applies to fresh applications; a reissue file is short.
