Then the ordinary route: a notarised affidavit, a notice in two newspapers, and the Central Gazette at Rs 1,100. Nobody will ask you why, and if anybody does, you are not obliged to answer. No Reason Is Required

People arrive apologetic, with an explanation ready. a numerologist suggested a spelling I have never liked it I want to drop a caste surname I took a name at a spiritual initiation my full name is too long for every form I want my mother's surname I simply prefer another All of those are perfectly good reasons. None of them is necessary. The affidavit says you have changed your name. It does not say why, because the form has no place for why. The public notice says the same thing. The gazette publishes it. At no point in the file is there a box asking for a justification, and no clerk is entitled to invent one. So if somebody at a counter asks why, the polite and complete answer is that you have changed your name and here is the published notification. A great many people spend weeks worrying about a question that never actually gets asked.

It is a small point and it changes how the whole thing feels, which is why it is first here.

Choosing a Name That Works

This is the part almost nobody thinks about, and it is the part you live with. Two practical tests before you commit: THE FORM TEST write it in a box of about thirty characters. Does it fit? Does anything get cut? THE COUNTER TEST say it once, aloud, to somebody who does not know it, and ask them to write it down. Compare. If the counter test produces the spelling you wanted, you have chosen well. If it produces something else, you have just previewed the next thirty years, and it is still free to change your mind. The single-word question deserves its own thought. A name with no surname is entirely legitimate and creates real friction on passports and any form that insists on two fields.

The gazette is a publication, not a command. What it gives you is a dated, official record that you declared a change of name, which every office will accept as the basis for updating its own record. What it does not give you is the updating itself. That distinction disappoints people who expect a single document to do everything, and it is better to know it on the first day than the fortieth. Think of it as the receipt rather than the delivery.

The Old Name Does Not Disappear

A useful way to hold it in your mind. BEFORE THE GAZETTE one name, on everything AFTER a new name going forward an old name behind you and one published document joining the two You are not erasing a past. You are attaching a bridge to it. Which, incidentally, is what this city has done for two thousand years. Kannauj has been called Kanyakubja and Mahodaya in its time, and it is still perfectly recognisably itself. Names are allowed to change. The thing they belong to carries on.

Central Gazette: the Complete Process and File Format

This is the plainest version of the file, with no error to explain and no second document to reconcile. It is also the version most people actually need.

Stage 1: The affidavit

Two words earn their place here. Voluntarily in point two, and point four stating the change is of your own free will and for no unlawful purpose. Neither claims a reason. Both answer, in advance, the only two questions anybody is actually entitled to have about a change made for no stated reason at all.

Stage 2: The Public Notice, in two copies

Notice that this too says only what, never why. Each witness gives signature, full name and address, and both sign both copies. Family members are entirely acceptable.

Stage 3: The CD and CD-Certificate

CD-CERTIFICATE I, ____________________ S/O ____________________ , R/o ____________________________________________________ , do hereby declare:- 1- That the matter in CD and hard copy is the same and I am responsible for any mismatch. 2- That I am responsible for the quality of CD. 3- That the CD is in MS-Word Format. 4- That the above statement is true and correct. Check the typed copy on screen before it is written to the disc. A new name typed for the first time is the likeliest place for a fresh error to enter, and you would be correcting a name you only just chose.

Stage 4: Newspapers, fee, covering letter and dispatch

  1. Publish in two newspapers and buy six copies

    A Hindi daily and an English paper covering this district, complete original pages. Read the wording before it prints.

  2. Pay Rs 1,100 on BharatKosh

    Online, with two receipts printed.

  3. Write the covering letter

    To The Controller, Publication Department, Civil Line, Delhi 110054, with your mobile number and email.

  4. Assemble, check and photocopy

    A full copy set kept at home, because the file sent is never returned.

  5. Courier it, tracked

    A day or two from here to Delhi.

  6. Then Aadhaar, and outwards down the list

    One at a time, over the following months.

Live With It for a Fortnight First

The one piece of advice we give that has nothing to do with paperwork. Before you file anything, use the new name for two weeks: [ ] write it out by hand, twenty times [ ] sign it, and see whether the signature feels like yours [ ] have people say it to you [ ] introduce yourself with it once, to a stranger [ ] write it in both scripts A gazette is not expensive, but it is not something you want to do twice, and Aadhaar in particular limits how often a name can be updated. Why We Never Ask You Why

People who want a name change for no particular reason often begin by explaining themselves, and we stop them. It is not information we need, it does not appear anywhere in the file, and asking for it would be presumptuous. What we do ask about is the name itself: whether it fits a form, how it transliterates, whether a surname is being used, and whether anything is pending that the timing would disturb. Those four questions are the ones that actually affect the outcome.
