The District Split. Twice.

Name Change in Moradabad

Before you go anywhere, check one thing that catches people here and almost nowhere else. Moradabad district has been divided twice: Amroha was carved out of it, and then Sambhal in 2012. So if your birth, school or land record was made before that, it will say Moradabad, and that is correct for its date. But the office that actually holds it may now sit in a different district entirely.

Quick answer: Look at where the record was made, then check whether that place is still in Moradabad district. Amroha and then Sambhal were carved out of it, Sambhal being created in 2012, so a pre-2012 certificate can say Moradabad while the register itself now sits in another district. Within the city, births go to Moradabad Nagar Nigam. The gazette works as it does statewide.

This one catches people because nothing on the document looks wrong. It just points somewhere that has since moved.

A District That Split Twice

Moradabad used to be much larger. AMROHA carved out of Moradabad district SAMBHAL announced in 2011, created in 2012, out of Moradabad and Budaun Sambhal now runs its own administration: headquarters Bahjoi courts Chandausi tehsils Sambhal, Chandausi, Gunnaur So a village that was in Moradabad district in 2005 may be in Sambhal district today. The village did not move. The line did. And that line is what decides which office holds your paperwork now.

This is the same underlying rule the whole site runs on, that a record stays with the place where it was made. Here the place stayed put and the district changed around it.

Your Certificate Is Not Wrong

What people assumeWhat is actually true
The district name is outdated, so fix itIt was correct when issued
A new certificate is neededNothing is wrong to correct
Offices will reject itThey have handled this since 2012
An affidavit is needed to explainUsually not; the year explains itself
The gazette can sort it outThe gazette has no role here at all
Worth putting alongside the other version of this on the site: PRAYAGRAJ the city was renamed old papers say Allahabad correct, nothing to do MORADABAD the district was divided old papers say Moradabad correct, nothing to do Different mechanism, same conclusion. A record states what was true on the day it was made. That is precisely why it counts as evidence, and precisely why nobody expects it to update itself. Spend nothing on this. Spend your effort on finding the right office instead.

The city-renaming version, which affects far more people, is on our Prayagraj page.

Working Out Which District Holds It

  1. Find the town or village name on the record

Not the district. The smaller place name is what stayed constant.

  2. Check which district that place is in today

Moradabad, Sambhal or Amroha. Local knowledge settles this instantly.

  3. Note the year

Anything before 2012 predates the Sambhal split, so the district line on it means little.

  4. Approach the body in the current district

Because the register physically moved with the administration.

  5. Quote the registration number if you have one

It survives the reorganisation and is the fastest way in.

  6. Ask before travelling

A phone call is cheaper than a bus to the wrong headquarters.

That last point matters more here than in most districts, because Bahjoi, Chandausi and Moradabad city are three different journeys.

And One More Naming Wrinkle

Two renamings and one split in one division is unusual, which is why nobody outside the area knows this and why it is worth writing down.

What Else Is Local Here

The general rule for what is local anywhere is on our districts page.

What Is Not Local At All

Whatever the district lines have done: THE CENTRAL GAZETTE one Delhi office, by post from anywhere THE AFFIDAVIT same wording, any notary THE FEE Rs 1,100 for an adult THE TIMELINE roughly 25 to 45 days AADHAAR, PAN, BANK, PASSPORT national, all of them So the Moradabad complication is narrow and it is a SEARCH problem, not a status problem. Once you know which office holds the file, everything after that is the same as it is across the state.

Central Gazette: the Complete Process and File Format

Our core service: unaffected by any boundary change, prepared from our Lucknow chamber with papers by photograph and courier.

Stage 1: The affidavit

AFFIDAVIT (on non-judicial stamp paper, notarised) I, ____________________ S/O ____________________ , R/o Village or Mohalla ____________________ , Tehsil ____________________ , District ____________________ , Uttar Pradesh, do hereby solemnly affirm and declare as under:- 1- That my name is recorded as ____________________ in my High School marksheet, Roll No. ____________________ , issued by ____________________ Board in the year ______ . 2- That I have changed my name from ____________________ to ____________________ and I shall hereafter be known as ____________________ for all purposes. 3- That both the said names are the name of one and the same person, that is, myself. 4- That it is my true and correct statement. DEPONENT VERIFICATION:- Verified at ____________ on this __-__-20__ that the contents of the above Affidavit are true and correct to the best of my knowledge and belief. DEPONENT

The address here is written differently from other pages: village or mohalla, then tehsil, then district. Where boundaries have shifted, naming the smaller place first removes the ambiguity, because the village name is the part that did not change.

Stage 2: The Public Notice, in two copies

PUBLIC NOTICE (TWO identical typed copies, each signed and witnessed) It is for general information that I, ____________________ S/O ____________________ , R/o ______________________________ ____________________________________ , declare that I have changed my name from ____________________ to ____________________ and I shall hereafter be known as ____________________ for all purposes. It is certified that I have complied with other legal requirements in this connection. ____________________ Signature of Applicant WITNESS NO. 1 Signature :- ____________________ Full Name :- ____________________ Address :- ____________________ WITNESS NO. 2 Signature :- ____________________ Full Name :- ____________________ Address :- ____________________

Each witness gives signature, full name and address, and both sign both copies. Neighbours are entirely acceptable.

Stage 3: The CD and CD-Certificate

CD-CERTIFICATE I, ____________________ S/O ____________________ , R/o ____________________________________________________ , do hereby declare:- 1- That the matter in CD and hard copy is the same and I am responsible for any mismatch. 2- That I am responsible for the quality of CD. 3- That the CD is in MS-Word Format. 4- That the above statement is true and correct. Signature of Applicant ____________________ R/o ____________________

Stage 4: Newspapers, fee, covering letter and dispatch

  1. Publish in two newspapers and buy six copies

A Hindi daily and an English paper covering your area, complete original pages.

  2. Pay Rs 1,100 on BharatKosh

    Online, with two receipts printed.

  3. Write the covering letter

To The Controller, Publication Department, Civil Line, Delhi 110054, with your mobile number and email.

  4. Assemble, check and photocopy

A full copy set kept at home.

  5. Courier it, tracked

A day or two from this area to Delhi.

  6. Then Aadhaar, and outwards from there

    Everything else compares against it.

Ask the Village, Not the District

The single habit that solves this district faster than anything else. When somebody asks where your record is from, do not answer with the district on the paper. Answer with: [ ] the village or mohalla name [ ] the nearest town [ ] the year Because the district on the paper describes a boundary that may no longer exist, while the village name describes a place that still does. Older family members are the best source here. They remember which tehsil a village sat in before the split, and that memory is faster than any portal. One conversation at home. Then one phone call to the right office.

Before You Travel: Check These

After the Gazette: What Updates Next

Key Terms on This Page

Plain definitions for the words that come up at the counter:

Affidavit
A statement you swear is true, signed before a notary on stamp paper. The notary confirms you signed it, not that the contents are true.
Notary Public
An officer who attests that a document was signed in front of them. They verify the signature, not the facts written above it.
Department of Publication
The office at Civil Line, Delhi that receives name change files and publishes the notification.
Name correction
Fixing a name that was written wrongly by somebody else. Lighter than a change, because an older document already shows the right version.
Name change
Adopting a different name from the one your documents correctly record. This is the case that usually needs publication.
DIOS
The District Inspector of Schools, the officer a board correction is escalated to when a school will not forward it.

Whichever counter you reach next, there is a guide for it here:

Why We Ask for the Village, Not the District

When somebody from this area sends us a document, our first question is not which district it says. It is which village or mohalla, and which year. Those two answers tell us where the register actually sits today, and in this division that is often not where the certificate suggests. People arrive expecting to be told their old certificate is invalid, and we tell them the opposite: it is fine, it was right when it was made, and the only real task is finding the correct counter. That answer disappoints anybody hoping to be sold something, which is exactly why we give it. Vipin Chauhan, B.Tech LL.B, starts with the village name.

Name Change in Moradabad: FAQs

My certificate says Moradabad but my village is in Sambhal now.

That is normal here. The certificate was correct when issued, and the district line moved afterwards.

Do I need to get the district name corrected?

No. Nothing is wrong, so there is nothing to correct.

Which districts were carved out of Moradabad?

Amroha, and later Sambhal, which was announced in 2011 and created in 2012 out of Moradabad and Budaun.

Where do I apply then?

To the body in the district where that town or village sits today, because the register moved with the administration.

How do I find out which district that is?

Ask locally or ask an older relative. It is faster than any portal and usually settled in one conversation.

Where is the Sambhal district headquarters?

At Bahjoi, with the courts at Chandausi, and the district has three tehsils.

I have seen the name Bhimnagar somewhere.

Sambhal district was first named Bhimnagar and the name was changed back after local objection, so a few papers from that period carry it.

Will an office reject an old certificate over this?

They have been handling this since 2012. Mention the year if it is queried, since the date explains the name.

Can the gazette fix a district confusion?

No. The gazette concerns your name, not administrative boundaries.

Who registers births in the city?

Moradabad Nagar Nigam, with Nagar Palikas, panchayats and now other districts covering the rest.

What about land records?

They follow the tehsil, which may now be a tehsil of a different district.

Should I just get a fresh certificate?

No. Two records for one person is a far bigger problem than one that needs the right counter.

Official Sources

Facts here are checked against these sources and our own casework in the Moradabad division. Administrative boundaries and office arrangements are revised from time to time, so confirm locally before travelling.

About the founder: Founded by Vipin Chauhan, B.Tech LL.B, with 5+ years of direct filing experience with the Department of Publication. Every process detail here comes from files we have actually prepared and followed through to publication, not from copied web content.

The Short Version

Moradabad district used to be much larger. Amroha was carved out of it, and then Sambhal, announced in 2011 and created in 2012 out of Moradabad and Budaun, with its headquarters at Bahjoi and its courts at Chandausi. So a village that sat in Moradabad district in 2005 may sit in Sambhal district today. The village did not move; the line did. This catches people because nothing on their document looks wrong: an old certificate says Moradabad, and that was entirely correct on the day it was issued. What has changed is which office holds the register, and that office may now be in a different district altogether. So nothing needs correcting and nothing needs paying for. The whole task is a search, and the fastest way through it is to stop looking at the district printed on the paper and start with the village name, the nearest town and the year, which is usually settled in one conversation with an older relative.

Record From Before 2012?

Tell us the town or village name and the year. That is enough for us to say which district office holds it today.
