Quick answer: Find out first whether the birth was registered by a gram panchayat, a Nagar Panchayat or Palika, Bareilly Nagar Nigam or the cantonment board, because each sits on a different system. Rural and newer registrations are generally on the CRS route, urban local body records on e-Nagarsewa, and older records across all districts through e-District. If the registration was at a village level, the acknowledgment number given to the household head at the time is the fastest way to find it.
Most of Uttar Pradesh does not live in a Nagar Nigam area, and most guides on this subject are written as though it does. This one is not.

Three Portals, Three Worlds
This is the single reason people conclude their record does not exist. It usually does; it is simply on the system they were not looking at.
The Number Nobody Kept
- When a birth is registered through a gram panchayat, the head of the household is given a registration acknowledgment at the time.
- That number is what a direct search uses, and it is the fastest route to the record by a wide margin.
- Almost nobody kept it, because it looked like a receipt for something already finished.
- Ask the elders before assuming it is gone, since these things turn up in the same trunk as the land papers.
- Without it you search on date of birth and district, which works but takes longer and needs more detail.
A Blank Name Is Not an Error

Finding a Village Record
Establish which gram panchayat
The village name alone is not always enough, since panchayats cover several villages.
Ask the family for the acknowledgment
Before assuming it is lost, because it turns the whole search into one lookup.
Try the rural route first
Since that is where the registration would have gone if it was a panchayat one.
Then the older-records route
For registrations from years that predate the newer systems.
Then ask at the panchayat or block office itself
Because a register exists physically even where nothing is online.
Never register afresh as a shortcut
Two records for one person is a much larger problem than one hard-to-find record.
That last step matters more in rural cases than anywhere, because a fresh registration is genuinely easier to obtain and genuinely worse to live with.

Stage 1: The affidavit
The address line here is written for a village rather than a city: village, post office, tehsil, district. That is the form rural addresses take on official papers, and writing it properly saves questions later.
Stage 2: The Public Notice, in two copies
Each witness gives signature, full name and address, and both sign both copies. Village neighbours are entirely acceptable witnesses; nobody official is required.
Stage 3: The CD and CD-Certificate
The CD is the one item that occasionally needs a trip to a town, since it has to be prepared on a computer. Any typist or cyber cafe in a block town does this routinely.
Stage 4: Newspapers, fee, covering letter and dispatch
Publish in two newspapers and buy six copies
The district editions are what matter, and an advertising agent in Bareilly places these routinely.

A village name on its own often is not enough, because a gram panchayat can cover several villages and the registration sits with the panchayat. So that is our first question, along with whether anybody kept the acknowledgment slip. Between those two we can usually tell somebody where to look before they have spent a week on the wrong portal. We also check whether the job is adding a name rather than correcting one, because asking for the right thing gets a faster answer at any counter.
