Quick answer: Work out which body registered the event first, because this tehsil has three: Varanasi Nagar Nigam for the municipal area, Ramnagar Nagar Palika across the river, and the Cantonment Board for the cantonment, with panchayats beyond them. Births and deaths in the city go through the Nagar Nigam via the e-Nagarsewa route. The Passport Seva Kendra is at Mahmoorganj, though queries on a file go to the Regional Passport Office in Lucknow. The gazette is the same as everywhere.
The difficulty here is rarely distance. It is that the paper is old, the register may predate anything digital, and the name on it belongs to a version of your family two or three generations back.

Three Bodies, One Tehsil
Families that have lived on both sides of the Ganga, or whose elders were connected to the cantonment, often have records split across two of these without ever having noticed.
Old Records Are Not Lost Records
- Digitisation projects have covered recent decades well and older years unevenly, which is different from those years being missing.
- A record from the 1960s or 1970s usually exists in a physical register, and somebody has to look at the register.
- Which means an online search returning nothing is not an answer, it is an absence of an answer.
- Take whatever detail you have: a date, a hospital or locality, a parent's name, since a register is searched by those rather than by a number.
- And allow longer than a recent record would take, because the work is manual rather than slow.
The routes by year and by portal are set out on our birth certificate page, and the very old cases on our adding a name page.
Land in an Ancestor's Name
| What people expect | What old city records show |
|---|---|
| The property is in my name | It is in a grandfather's |
| One owner | Several co-holders, some deceased |
| A modern spelling | A spelling from before your marksheet |
| One document settles it | Succession comes first, then the name |
| A name change fixes it | Often it does not; that is a different job |
The land record side is covered on our Khatauni page, which explains why these entries are indexed by plot rather than by person.
The Kendra at Mahmoorganj
Varanasi has its own Passport Seva Kendra
At Satyam Apartment, Arazil Settlement, opposite the Mahmoorganj police chowki, so nobody travels to Lucknow to apply.
Book through the portal first
Appointments are online and walking in is not the route.
Check that your address falls under it
Some nearby districts are served by post office kendras instead.
Take the whole file, not just the gazette
Both complete newspaper pages travel with it.
Queries go to the Regional Passport Office in Lucknow
Which is a different city, so a complete file at the counter is worth real effort.
Aadhaar first, always
A mismatch there is the commonest reason a query is raised at all.
What a complete file looks like, and why the appointment should come after the gazette, is on our passport page for this region.
Spellings That Drifted Over Generations
- Transliteration between Devanagari and English was never standardised, so the same family name appears several ways across decades.
- Each clerk wrote what they heard, which is how one household ends up with three versions.
- Older documents often use a longer or more formal form than anybody in the family uses today.
- None of this is anybody's mistake, and offices here are entirely used to it.
- An affidavit naming the variants is usually the whole answer, rather than a full name change.
The transliteration problem in detail, with the common variant pairs, is on our transliteration page, and the bridging affidavit on our two names page.
What Is Not Local At All
So the ancient-city difficulty is real but narrow. It applies to the birth register and the land record, and to almost nothing else.
Central Gazette: the Complete Process and File Format
Our core service: assembled from our Lucknow chamber for clients across Varanasi and the eastern districts, with papers by courier or photograph.
Stage 1: The affidavit
Point two is worth using here more than almost anywhere. Where a family name has three spellings across old documents, naming all of them in one sworn statement saves swearing separate affidavits later, and it costs nothing to add the lines.
Stage 2: The Public Notice, in two copies
Each witness gives signature, full name and address, and both sign both copies. Family members are entirely normal, and in a joint household easy to arrange.
Stage 3: The CD and CD-Certificate
Stage 4: Newspapers, fee, covering letter and dispatch
Publish in two Varanasi newspapers and buy six copies
A Hindi daily and an English paper, complete original pages.
Pay Rs 1,100 on BharatKosh
With the function head, PAO and DDO checked and two receipts printed.
Write the covering letter
To The Controller, Publication Department, Civil Line, Delhi 110054, with your mobile number and email.
Assemble, check and photocopy
A full copy set kept at home.
Courier it, tracked
Two to three days from Varanasi to Delhi.
Then Aadhaar, then the Mahmoorganj appointment
In that order, since the counter compares the two.
Ask the Elders Before the Offices
Younger applicants often start with portals and end up asking these questions anyway, three weeks later. Asking first is simply faster.
Gazette Fees, Time and the File
| Adult gazette fee | Rs 1,100 |
| Minor gazette fee | Rs 1,700 |
| Newspapers | A few hundred rupees per paper |
| Affidavit | Rs 100 to 500 including stamp paper and notary |
| Courier to Delhi | A couple of hundred rupees |
| Timeline | Roughly 25 to 45 days |
| Our service | Basic from Rs 999, Complete from Rs 1,999, quoted separately |
The envelope in one line: covering letter with your phone and email, affidavit (notarised), Public Notice typed in two copies with two witnesses on each, CD in MS-Word format with the signed CD-Certificate, both complete newspaper pages, photo identity proof, address proof, photographs and the BharatKosh receipt.
Before You Start: Check These
- Which body registered it: Nagar Nigam, Ramnagar, Cantonment or a panchayat?
- Which year, since that decides whether it is searchable online?
- Is the property matter actually succession rather than correction?
- Have you listed every spelling variant to name in one affidavit?
After the Gazette: What Updates Next
Aadhaar first, then PAN, then the bank, then the older local records which run on their own slower track. Keep the gazette, both newspaper pages and the affidavit together permanently, and photograph everything, because paper does not age well in this climate.
What Other Websites Get Wrong
- Wrong: Varanasi has one municipal body. Right: Nagar Nigam, Ramnagar Nagar Palika and the Cantonment Board all register within this tehsil.
- Wrong: nothing online means no record. Right: it usually means the year is not digitised, and a register search is the answer.
- Wrong: register afresh if the old one cannot be found. Right: that creates a second record with different details.
- Wrong: a name change fixes ancestral property. Right: that is succession, which is a different job.
- Wrong: old spellings are mistakes. Right: transliteration was never standardised, and offices here expect variants.

- The centre where a passport application is submitted and documents are verified in person.
- e-Nagarsewa
- The municipal portal used for urban birth and death certificate work in Uttar Pradesh.
- Transliteration
- Writing a name from one script into another. Devanagari to English is where most spelling differences begin.
- Aadhaar Seva Kendra
- A government-run centre where Aadhaar details are updated in person, with an appointment.
- Notary Public
- An officer who attests that a document was signed in front of them. They verify the signature, not the facts written above it.

Why We Ask Which Side of the River
It sounds like small talk and it is not. Ramnagar has its own Nagar Palika, the cantonment has its own board, and the city has the Nagar Nigam, so where a family lived when a birth was registered decides which office holds the paper. Then we ask the year, because that decides whether anybody can search for it online or whether a register has to be opened. Those two questions between them settle most Varanasi cases before any travel happens. Vipin Chauhan, B.Tech LL.B, works the eastern districts from Lucknow every month.
- We establish which body registered it: before anything else is planned.
- We ask the year: since it decides online versus register.
- We name every spelling variant in one affidavit: rather than several.
- We separate succession from correction: which saves months on property.

Name Change in Varanasi: FAQs
Which office registers births here?
It depends. Varanasi Nagar Nigam for the municipal area, Ramnagar Nagar Palika across the river, the Cantonment Board for the cantonment, and panchayats beyond them.
How do I know which one made my record?
The certificate names it. Finding the original is faster than visiting offices to ask.
My record does not show up online.
That usually means the year is not digitised rather than that the record is missing. Ask for a register search using the date and locality.
Should I just register afresh instead?
No. That creates a second record with different details, and now two exist.
How long does an old register search take?
Longer than an online lookup, because the work is manual. It is slow rather than difficult.
Our family land is in my grandfather's name.
That is succession rather than a name correction, and it needs its own route and often a lawyer.
Why does our surname have three spellings?
Transliteration between Devanagari and English was never standardised, so each clerk wrote what they heard. Offices here expect variants.
Do I need a separate affidavit for each spelling?
No. Name all of them in one sworn statement, which is what we draft for Varanasi cases.
Where is the passport kendra?
At Satyam Apartment, Arazil Settlement, opposite the Mahmoorganj police chowki, Varanasi 221010.
Where do passport queries go?
To the Regional Passport Office in Lucknow, which is a different city, so a complete file at the Mahmoorganj counter is worth real effort.
Is there a Varanasi gazette office?
No. The Central Gazette is one office in Delhi for the whole country.
What should I do before visiting anywhere?
Ask an elder where the birth was registered, on which side of the river the family was, and whose name the land is in.

The Short Version
Varanasi has the opposite problem to the new cities. Your records are almost certainly here rather than in some district you left behind; they are simply old, and sometimes older than the systems now used to find them. Two things follow. First, one tehsil holds three different registering bodies, the Nagar Nigam, the Ramnagar Nagar Palika across the river and the Cantonment Board, with panchayats beyond them, so saying you are from Varanasi does not identify an office and the certificate itself has to. Second, an online search that returns nothing is not an answer, it is an absence of one: the year is probably not digitised, the register exists, and somebody has to open it. The mistake that follows is registering afresh, which creates a second record and doubles the problem. And where family property is involved, check whether you are correcting your own name or inheriting somebody else's entry, because the second is succession and a different job entirely.
