Why the Answer Is No

A gazette publishes DECLARATIONS. A declaration works when the thing declared is yours to decide. Your name -> yours to decide "I shall hereafter be known as ____ ." Your birthday -> not yours to decide there is no sentence you could truthfully publish You cannot declare a fact about the past into being different.

That is the whole reasoning, and it is why the answer does not vary by state or office. It is not a rule somebody could relax; it is what a declaration is. A person may change their name because a name is a choice they are entitled to make. Nobody made a choice about the day they were born.

Why You Were Told Yes

Usually not outright dishonesty. Four things happen far more often.

And then: the registrar will not act on it the Board will not act on it the Kendra will not act on it an employer will not act on it You have bought a printed sentence.

The dangerous part is that it looks exactly like a real gazette notification: same format, same portal, same PDF. Clients have shown us these believing the job was done, and only discovered otherwise at a verification desk months later, by which time the Board's window had often closed too.

So the cost is not only the fee. It is the time, and sometimes the window, which is the expensive part.

The Question That Ends the Sale

Ask, politely: "Which office will act on the published notice to change my date of birth, and what will they do with it?" An honest seller will now explain that the gazette is for your NAME, and that the date goes elsewhere. That is a good answer. Anyone who cannot name the office is selling you a printed sentence.

Read clause two again. "I have changed" and "I shall hereafter be known" are both statements about a decision you took. There is no honest way to write the same clause about a birthday, and that absence is the answer to this entire page.

Each witness gives signature, full name and address, and both sign both copies at one sitting.

Stage 3: The CD and CD-Certificate
