Quick answer: Make a list of your documents with one extra column: which state issued it. Every correction then goes to that state s own office, board or portal, and to no other. A Uttar Pradesh e-District office cannot correct a Uttarakhand certificate, and the UP Board cannot touch another board s marksheet. Two States, Both Running

The district narrows to a point at the north, and beyond it is another state. That produces ordinary lives with mixed files: a boy from Najibabad studies at a college across the line and holds a marksheet from another board a man works in Haridwar for nine years and his employment records sit there a daughter marries into a family on the other side and her married documents are issued there a family owns land here and rents a house there None of that is unusual and none of it is a problem, until a name has to be corrected. Then the two states behave like two separate countries, because for records purposes that is very nearly what they are. Each has its own board, its own portal, its own registrar and its own rules, and neither has any authority over the other's paper.

This is different from a record made before a state existed. Both of these states are current, both offices are open, and both are perfectly willing to help with their own documents and unable to help with the other s.

The Rule That Settles It

One sentence to carry around: THE OFFICE THAT MADE IT IS THE OFFICE THAT CHANGES IT Not the nearest office. Not the office in the state where you now live. Not the district headquarters. The one that issued the paper. That sounds obvious written down, and it is routinely ignored, because the nearest counter is the one people walk into. The clerk there is not being unhelpful when he says he cannot do it. He genuinely cannot. The record is not in his system and never was. So before any journey, look at the document and read the name of the issuing authority printed on it. That name is your destination.

Sort the Papers First

  1. Lay every document out and add one column

    Which authority issued it, and in which state. Read it off the paper rather than remembering.

  2. Separate the national ones

    Aadhaar, PAN, passport. These have no state and can be done first.

  3. Group the rest by state

    Two piles, and each pile has its own offices and its own order.

  4. Decide which version of the name is correct

    Usually the Class 10 marksheet, whichever board issued it, because that is what most offices measure against.

  5. Correct everything towards that version

    In both states, so that the two piles end up saying the same thing.

  6. Where a document cannot be changed, link it instead

    With an affidavit naming both versions, which is often enough for the office that raised the question.

Most of It Can Be Posted

The good news for anybody dreading repeated journeys. Very little of this actually requires you to stand in front of somebody: [ ] boards accept applications forwarded by your school, by post [ ] state portals accept online applications and uploads [ ] registrars accept written applications with attached copies [ ] a notarised affidavit can be made here and sent there What does need a person is Aadhaar, which is biometric, and sometimes a bank branch. So plan it as paperwork rather than as travelling, keep every postal receipt, and send anything important by a service that gives you tracking. The receipt matters twice over across a border, because if a file goes missing you will be arguing with an office in another state that has no reason to hurry.

One useful thing about the gazette: it is a Central publication, so it is not tied to either state and is recognised by offices on both sides.

Stage 1: The affidavit

Points one and two each carry the issuing authority and the state. That small addition matters here, because an officer in one state reading a document from another needs to see immediately that both are accounted for and that nothing is being hidden.

Stage 2: The Public Notice, in two copies

Each witness gives signature, full name and address, and both sign both copies. Publish in papers covering this district, not across the line, since the notice belongs where you reside.

Stage 3: The CD and CD-Certificate

    A Hindi daily and an English paper covering this district. More than six, because offices in two states may each want one.

  3. Write the covering letter

  4. Assemble, check and photocopy

    A full copy set kept at home, because the file sent is never returned.

Why We Ask Where Each Paper Was Issued

People from the north of this district often arrive frustrated, having been turned away from an office that could not possibly have helped them. So our first request is not for the documents themselves but for a list of them with the issuing authority against each. Once that list exists the plan is usually obvious in a few minutes: these two are national and can be done this week, that one belongs to another state and will take longer, and this last one cannot be changed at all so we will link it with an affidavit instead.
