A Line That Arrived in 2000

Before 9 November 2000, there was no Uttarakhand. Haridwar Uttar Pradesh Dehradun Uttar Pradesh Nainital Uttar Pradesh the whole hills Uttar Pradesh On that date the state was created out of Uttar Pradesh, and every one of those places moved to it. They did not move an inch on the ground. But every record already made there now describes a place in a different state from the one printed on it. That is why a Haridwar birth certificate from 1994 says Uttar Pradesh, and why it is completely correct. The question it raises is not "is this valid". It is "who holds the register now", and the answer is: an Uttarakhand office.

This is the same rule as everywhere on this site, that a record stays with the place. Here the place stayed and a whole state formed around it.

The Board Question, Which Is Subtler

The dates here are worth knowing, because the education handover did not happen on the same day as the state. 1996 UP Board opens a regional office at Ramnagar, in Nainital, for the hill divisions 1999 that office runs its first examinations for Garhwal and Kumaon 2000 Uttarakhand is created on 9 November 2001 the hill examinations are STILL conducted through that UP Board office 2001 the Uttarakhand board is set up in September 2002 it holds its own examinations for the first time So somebody who passed from a hill school in 2001 holds a UP BOARD marksheet, even though Uttarakhand already existed. Their paper is right. Their state is Uttarakhand. And which authority handles a correction for that year is a question only the boards themselves can answer, so ask them rather than assuming.

Point one carries an extra clause here: where the examination was held. Where a board name and a present-day state no longer match, naming the place removes the question before anybody asks it.

Each witness gives signature, full name and address, and both sign both copies. Witnesses can live on either side of the state line; it makes no difference.

Stage 3: The CD and CD-Certificate

CD-CERTIFICATE I, ____________________ S/O ____________________ , R/o ____________________________________________________ , do hereby declare:- 1- That the matter in CD and hard copy is the same and I am responsible for any mismatch. 2- That I am responsible for the quality of CD. 3- That the CD is in MS-Word Format. 4- That the above statement is true and correct. Stage 4: Newspapers, fee, covering letter and dispatch

People from this belt often arrive convinced that an old certificate has become invalid because it names Uttar Pradesh and the place is now in Uttarakhand. Our first question is the year, and the answer usually ends the worry: the paper was right when it was made and nothing needs doing to it. My Haridwar certificate says Uttar Pradesh. Is it invalid?

No. Uttarakhand was created on 9 November 2000, so anything made there before that correctly says Uttar Pradesh.

Should I get the state name corrected?

No. Nothing is wrong, so there is nothing to correct, and anybody offering to fix it is selling something.

Can a UP office correct that record?

No. The register sits with an Uttarakhand body now, and a state line cannot be argued across.

My hill marksheet from 2001 says UP Board.

That is right. The hill examinations were still conducted through the UP Board's Ramnagar office in 2001, and the Uttarakhand board held its own from 2002.

So who handles a correction for that year?

Ask the boards directly. It falls in the handover period and their answer is the only reliable one.

What about a 2005 hill marksheet?

That would be an Uttarakhand board record, well after the handover.
