Quick answer: Check the place and the year on the record. Uttarakhand was created out of Uttar Pradesh on 9 November 2000, so anything made in Haridwar, Dehradun or the hills before then correctly says Uttar Pradesh, and school records from that region carried the UP Board name for even longer. Nothing on the paper is wrong. What changed is that the office holding it now sits in another state, and no UP office can act on it.
Saharanpur is where this shows up most, because the border runs close and families have always lived across it.

Your Record Is Not Wrong
- An old Haridwar or Dehradun certificate saying Uttar Pradesh was accurate on the day it was issued.
- No correction, affidavit or gazette is needed for that, and anybody offering to fix it is selling something.
- Offices on both sides have handled this since 2000, so it is not the surprise it feels like.
- Mention the year if it is queried, because the date explains the state name completely.
- Write the current state on current forms, and leave the old paper exactly as it is.

Why We Ask for the Year Before Anything Else
People from this belt often arrive convinced that an old certificate has become invalid because it names Uttar Pradesh and the place is now in Uttarakhand. Our first question is the year, and the answer usually ends the worry: the paper was right when it was made and nothing needs doing to it. What does need doing is finding the office that holds the register today, and where that turns out to be across the state line we say so instead of taking the work. The Short Version
Saharanpur sits against a border that did not exist until 2000. Before 9 November that year there was no Uttarakhand: Haridwar, Dehradun, Nainital and the whole of the hills were Uttar Pradesh. So a birth or school record made there before that date says Uttar Pradesh, and it is completely correct, because a record states what was true on the day it was made. What changed is which office holds it, and that office is now in another state, which no Uttar Pradesh body can reach across. The education side is subtler still. The UP Board ran a regional office at Ramnagar in Nainital from 1996, it conducted the hill examinations for the first time in 1999, and it was still conducting them in 2001, a year after the state was created. The Uttarakhand board was set up in September 2001 and held its own examinations from 2002. So a 2001 hill marksheet saying UP Board is not a mistake either. Check the date before you assume anything is wrong.
