Quick answer: Sort your work into two lists. Everything national, which is the gazette, the affidavit, the newspapers, Aadhaar, PAN and the bank, can be done from wherever you live now. Everything held in this district, which is your birth entry, your school record and any land record, stays here and needs somebody at that counter, though often it does not have to be you. Then do the second list on one planned trip, not three unplanned ones.
This district sends a lot of people out to work, and almost none of their paperwork goes with them.

Key Takeaways
- Your records stayed even though you left.
- Most of the process does not need you here at all.

You Left, the Records Did Not
The same principle from the other direction, where the place stayed and the district changed around it, is on our Moradabad page.
The Two Lists
| Do from where you live now | Needs somebody in Unnao |
|---|---|
| Affidavit, at any notary | Birth certificate correction |
| Newspaper notices, by phone | School and board records |
| BharatKosh fee, online | Khatauni and land records |
| Gazette file, by courier | Tehsil certificates |
| Aadhaar, PAN, bank, passport | Anything with a local register |
What You Can Do From Anywhere
- The affidavit is sworn wherever you are, because a notary's seal carries the same weight in every city and the verification simply names that place.
- Newspaper notices are placed by phone through a local agent, and the papers are couriered to you or straight to us.
- The fee is paid online, from any device.
- The gazette file goes to Delhi by courier, from your city or ours, and never passes through Unnao.
- Aadhaar, PAN, the bank and the passport are national, so they are done at whichever centre is nearest to you now.
That covers the whole central gazette process, which is the part most people assume requires them to come home. It does not, at any stage.
Sending Somebody Else
Ask the office first whether they accept a representative
For many routine submissions they do, and one phone call settles it before anybody travels.
Write a plain authorisation and sign it
Naming the person, what they are submitting, and your contact number. It does not need to be elaborate.
Send them with originals and copies
Couriered ahead, or carried by whoever is going home next.
Give them your phone number to hand over
So the office calls you directly rather than passing messages through two people.
Ask them to collect the acknowledgment
This is the part that most often gets forgotten and most often matters later.
Ask them to photograph everything before leaving the counter
Including what was submitted and what was returned.
A parent, sibling or cousin doing this well saves an entire journey. A parent, sibling or cousin doing it without an acknowledgment saves nothing.
Planning the One Trip
What Is Local in Unnao
- The district has six tehsils, Unnao, Bangarmau, Hasanganj, Safipur, Purwa and Bighapur, and land and revenue work belongs to yours.
- Unnao city's municipal body registers births and deaths for the city, with Nagar Panchayats at Safipur, Purwa, Bangarmau and elsewhere.
- Around four people in five here live outside a town, so most of this district's births were registered by a gram panchayat.
- Board corrections go through your own school and then the DIOS, which for people living away means somebody local must visit the school.
- The district sits in the Lucknow division, so escalation above district level goes to Lucknow.
The rural registration route is set out on our gram panchayat page, and the school route on our UP Board page.
Central Gazette: the Complete Process and File Format
Every stage below can be completed without setting foot in Unnao. That is the point worth carrying away from this page.
Stage 1: The affidavit
This version carries two addresses, which no other page on this site does: your permanent address in the district and where you are presently residing. That single line prevents the question that otherwise comes up when a Unnao person swears an affidavit in Kanpur, Delhi or anywhere else, and the verification simply names the city where you actually signed.
Stage 2: The Public Notice, in two copies
Each witness gives signature, full name and address, and both sign both copies. Colleagues or neighbours in your current city are perfectly acceptable; they do not need to be from Unnao.
Stage 3: The CD and CD-Certificate
Stage 4: Newspapers, fee, covering letter and dispatch
Publish in two newspapers and buy six copies
A Hindi daily and an English paper. An agent places both by phone and couriers the pages to you.
Pay Rs 1,100 on BharatKosh
Online, from wherever you are, with two receipts printed.
Write the covering letter
To The Controller, Publication Department, Civil Line, Delhi 110054, with your mobile number and email.
Assemble, check and photocopy
A full copy set kept wherever you live now.
Courier it to Delhi, tracked
From your current city. It never goes through Unnao.
Then Aadhaar, at your nearest centre
Wherever you are. Everything else compares against it.
Brief One Person at Home
Gazette Fees, Time and the File
| Adult gazette fee | Rs 1,100 |
| Minor gazette fee | Rs 1,700 |
| Affidavit | Rs 100 to 500 including stamp paper and notary |
| Newspapers | A few hundred rupees per paper |
| Courier to Delhi | A couple of hundred rupees |
| Timeline | Roughly 25 to 45 days |
| Travel to Unnao required | None, for any of it |
The envelope in one line: covering letter with your phone and email, affidavit (notarised), Public Notice typed in two copies with two witnesses on each, CD in MS-Word format with the signed CD-Certificate, both complete newspaper pages, photo identity proof, address proof, photographs and the BharatKosh receipt.
Before You Start: Check These
- Have you written the two lists, national and district-held?
- Is anything in the right-hand column actually causing a problem?
- Have you asked whether a representative is accepted?
- When is your next trip home anyway?
After the Gazette: What Updates Next
Aadhaar at your nearest centre, then PAN and the bank, all where you live now. Leave the district-held records for your planned trip, and keep the gazette and both newspaper pages with you rather than at the family home, because you are the one who will be asked for them.
What Other Websites Get Wrong
- Wrong: update Aadhaar and your records follow. Right: an address change does not move a register.
- Wrong: you must return home to change your name. Right: the entire gazette process works from anywhere.
- Wrong: the affidavit must be sworn in your home district. Right: any notary, in any city, and the verification names that city.
- Wrong: only you can submit at a local office. Right: many offices accept a representative, so ask first.
- Wrong: make a special trip. Right: plan it around the visit you were making regardless.

Key Terms on This Page
Plain definitions for the words that come up at the counter:
- Affidavit
- A statement you swear is true, signed before a notary on stamp paper. The notary confirms you signed it, not that the contents are true.
- Notary Public
- An officer who attests that a document was signed in front of them. They verify the signature, not the facts written above it.
- BharatKosh
- The government payment portal used to pay the gazette publication fee. The receipt goes into the file.
- Department of Publication
- The office at Civil Line, Delhi that receives name change files and publishes the notification.
- Name correction
- Fixing a name that was written wrongly by somebody else. Lighter than a change, because an older document already shows the right version.
- Name change
- Adopting a different name from the one your documents correctly record. This is the case that usually needs publication.

Why We Ask Where You Are, Not Where You Are From
People from this district often begin by apologising for not being in Unnao, as though that were an obstacle. It usually is not. Our first question is where you are now, because that decides where the affidavit gets sworn and where the newspapers are placed, and the answer is almost always: wherever you happen to be. Then we work out the short list of things that genuinely need somebody at a counter here, and quite often that list has one item on it, or none. Where it does have an item, we say plainly whether a relative can handle it, because a wasted journey from another city is a much bigger cost than most people admit. Vipin Chauhan, B.Tech LL.B, asks where you are now.
- We ask where you are now: it decides most of the plan.
- We put both addresses on the affidavit: permanent and present.
- We separate national work from district work: and usually the second list is short.
- We say when a relative can go instead: rather than assuming you must.

Name Change in Unnao: FAQs
I live in Kanpur now. Do my records move with me?
No. A register is kept in a particular office, and changing your address does not lift a page out of it.
Do I have to come to Unnao to change my name?
No. The entire central gazette process works from wherever you live, and never passes through the district.
Where do I get the affidavit made?
Any notary in your current city. The seal carries the same weight everywhere and the verification simply names that place.
Can my witnesses be from my current city?
Yes. They are people who saw you sign and need no connection to Unnao.
What actually needs somebody here?
Your birth entry, your school record and any land record, because those registers stayed where they were made.
Can a relative go instead of me?
Often yes. Ask the office first, then send a plain signed authorisation naming them and your phone number.
What should the relative bring back?
The acknowledgment, above everything. Without it there is no proof the application was ever made.
Should I make a special trip?
Usually not. Plan the local work around a visit you were making anyway, and prepare everything before you travel.
Which of my Unnao records actually needs fixing?
Often only the one that is causing a problem. The rest have sat unbothered for years and will continue to.
Where was my birth registered?
Four in five people here live outside a town, so most likely a gram panchayat. The certificate names the body.
What if I am abroad rather than in another Indian city?
The same logic applies with one extra step for attestation, which is covered on our page for people abroad.
Do you need me to visit Lucknow?
No. Papers reach us by photograph and the file goes to Delhi from our chamber.
Official Sources
- District administration Unnao at unnao.nic.in, for tehsils, local bodies and services.
- The municipal body and Nagar Panchayats of the district, and its gram panchayats, each a registrar of births and deaths.
- Your own school and the office of the District Inspector of Schools, for board record corrections.
- Department of Publication, Civil Line, Delhi 110054, for Central Gazette notification.
Facts here are checked against these sources and our own casework in the Lucknow division. Whether a particular office accepts a representative varies, so confirm by phone before anybody travels.
The Short Version
Unnao sits on the road between Lucknow and Kanpur, and a great many people from this district now work in one of those cities or much further away. Their records did not travel with them. A birth entry stays with the body that made it, a school record stays with that school and a land record stays at that tehsil, because a register is a physical thing kept in a particular office and updating your Aadhaar address does not lift a page out of it. So the useful question is not where you live. It is which of these steps actually needs you to be here, and the answer is fewer than most people assume. Write two lists: everything national, which includes the affidavit, the newspapers, the fee, the gazette itself, Aadhaar, PAN and the bank, and everything held in this district. The first list can be done from wherever you are today. The second is usually short, often has one item on it, and can frequently be handled by a briefed relative or on a trip you were making anyway.
