You Left. The Records Did Not.

Name Change in Unnao

Unnao sits on the road between Lucknow and Kanpur, and a great many people from this district now work in one of those cities, or much further away. Their records did not travel with them. A birth entry, a school register and a land record all stayed exactly where they were made, whatever address Aadhaar carries today. The useful question is therefore not where do I live. It is which of these steps actually needs me to be in Unnao, and the answer is: fewer than you think.

Quick answer: Sort your work into two lists. Everything national, which is the gazette, the affidavit, the newspapers, Aadhaar, PAN and the bank, can be done from wherever you live now. Everything held in this district, which is your birth entry, your school record and any land record, stays here and needs somebody at that counter, though often it does not have to be you. Then do the second list on one planned trip, not three unplanned ones.

This district sends a lot of people out to work, and almost none of their paperwork goes with them.

You Left, the Records Did Not

A person from a village near Purwa or Bangarmau may now be living in Kanpur, Lucknow, Delhi, Surat or the Gulf. Their Aadhaar shows a new address. Their phone number is from another circle. Their bank branch is somewhere else entirely. None of that moved a single register. the birth entry still with the body that made it the school record still with that school the land record still at that tehsil Because a register is a physical thing kept in a particular office, and updating your address does not lift a page out of it. This surprises people who assumed that once Aadhaar showed a new city, they had somehow become a resident of it for all purposes. You have, for many purposes. Just not for the ones that involve looking backwards.

The same principle from the other direction, where the place stayed and the district changed around it, is on our Moradabad page.

The Two Lists

Do from where you live nowNeeds somebody in Unnao
Affidavit, at any notaryBirth certificate correction
Newspaper notices, by phoneSchool and board records
BharatKosh fee, onlineKhatauni and land records
Gazette file, by courierTehsil certificates
Aadhaar, PAN, bank, passportAnything with a local register
Write these two lists out before doing anything. It takes five minutes and it changes the whole plan. Most people discover that the left column is longer than the right one, and that the left column includes the gazette, which is the single biggest piece of work. Then look at the right column again and ask, item by item: does this actually need doing at all? Often only one entry there is causing the problem. The rest have sat unbothered for years and will continue to. Two lists. Then one short right column. Then one trip, or sometimes none.

What You Can Do From Anywhere

That covers the whole central gazette process, which is the part most people assume requires them to come home. It does not, at any stage.

Sending Somebody Else

  1. Ask the office first whether they accept a representative

For many routine submissions they do, and one phone call settles it before anybody travels.

  2. Write a plain authorisation and sign it

Naming the person, what they are submitting, and your contact number. It does not need to be elaborate.

  3. Send them with originals and copies

Couriered ahead, or carried by whoever is going home next.

  4. Give them your phone number to hand over

So the office calls you directly rather than passing messages through two people.

  5. Ask them to collect the acknowledgment

This is the part that most often gets forgotten and most often matters later.

  6. Ask them to photograph everything before leaving the counter

Including what was submitted and what was returned.

A parent, sibling or cousin doing this well saves an entire journey. A parent, sibling or cousin doing it without an acknowledgment saves nothing.

Planning the One Trip

Most people from this district go home at some point anyway. A wedding, a harvest, Diwali, an illness in the family. That trip is your opportunity, and it works far better than a special journey because you are already there and not counting hours until a return train. Before you travel: [ ] phone each office and ask what to bring [ ] write every application at home [ ] carry all originals and two copies [ ] find out office days and timings [ ] tell a relative you may need them afterwards Then in those few days, walk into each office once, properly prepared. What usually takes three trips over a year takes one afternoon during a visit you were making regardless. And anything unfinished can be followed up by the relative you already briefed.

What Is Local in Unnao

The rural registration route is set out on our gram panchayat page, and the school route on our UP Board page.

Central Gazette: the Complete Process and File Format

Every stage below can be completed without setting foot in Unnao. That is the point worth carrying away from this page.

Stage 1: The affidavit

AFFIDAVIT (on non-judicial stamp paper, notarised) I, ____________________ S/O ____________________ , permanent resident of Village ____________________ , Tehsil ____________________ , District Unnao, Uttar Pradesh, presently residing at ____________________________________ , do hereby solemnly affirm and declare as under:- 1- That my name is recorded as ____________________ in my High School marksheet, Roll No. ____________________ , issued by ____________________ Board in the year ______ . 2- That I have changed my name from ____________________ to ____________________ and I shall hereafter be known as ____________________ for all purposes. 3- That both the said names are the name of one and the same person, that is, myself. 4- That it is my true and correct statement. DEPONENT VERIFICATION:- Verified at ____________ on this __-__-20__ that the contents of the above Affidavit are true and correct to the best of my knowledge and belief. DEPONENT

This version carries two addresses, which no other page on this site does: your permanent address in the district and where you are presently residing. That single line prevents the question that otherwise comes up when a Unnao person swears an affidavit in Kanpur, Delhi or anywhere else, and the verification simply names the city where you actually signed.

Stage 2: The Public Notice, in two copies

PUBLIC NOTICE (TWO identical typed copies, each signed and witnessed) It is for general information that I, ____________________ S/O ____________________ , R/o ______________________________ ____________________________________ , declare that I have changed my name from ____________________ to ____________________ and I shall hereafter be known as ____________________ for all purposes. It is certified that I have complied with other legal requirements in this connection. ____________________ Signature of Applicant WITNESS NO. 1 Signature :- ____________________ Full Name :- ____________________ Address :- ____________________ WITNESS NO. 2 Signature :- ____________________ Full Name :- ____________________ Address :- ____________________

Each witness gives signature, full name and address, and both sign both copies. Colleagues or neighbours in your current city are perfectly acceptable; they do not need to be from Unnao.

Stage 3: The CD and CD-Certificate

CD-CERTIFICATE I, ____________________ S/O ____________________ , R/o ____________________________________________________ , do hereby declare:- 1- That the matter in CD and hard copy is the same and I am responsible for any mismatch. 2- That I am responsible for the quality of CD. 3- That the CD is in MS-Word Format. 4- That the above statement is true and correct. Signature of Applicant ____________________ R/o ____________________

Stage 4: Newspapers, fee, covering letter and dispatch

  1. Publish in two newspapers and buy six copies

A Hindi daily and an English paper. An agent places both by phone and couriers the pages to you.

  2. Pay Rs 1,100 on BharatKosh

Online, from wherever you are, with two receipts printed.

  3. Write the covering letter

To The Controller, Publication Department, Civil Line, Delhi 110054, with your mobile number and email.

  4. Assemble, check and photocopy

A full copy set kept wherever you live now.

  5. Courier it to Delhi, tracked

From your current city. It never goes through Unnao.

  6. Then Aadhaar, at your nearest centre

Wherever you are. Everything else compares against it.

Brief One Person at Home

If you live away, the most useful thing you can do costs one phone call. Pick one relative in the district. Tell them: what you are doing which office may need a visit that you may ask them to go and roughly when Then, if it becomes necessary, they already understand the situation instead of being handed a confusing errand at short notice. Choose somebody who can read the papers and who will ask for an acknowledgment. That matters more than closeness of relation. Send them copies in advance, on the phone, so nothing waits for a courier. One briefed relative is worth more than any amount of planning done alone from another city.

Gazette Fees, Time and the File

Adult gazette feeRs 1,100
Minor gazette feeRs 1,700
AffidavitRs 100 to 500 including stamp paper and notary
NewspapersA few hundred rupees per paper
Courier to DelhiA couple of hundred rupees
TimelineRoughly 25 to 45 days
Travel to Unnao requiredNone, for any of it

The envelope in one line: covering letter with your phone and email, affidavit (notarised), Public Notice typed in two copies with two witnesses on each, CD in MS-Word format with the signed CD-Certificate, both complete newspaper pages, photo identity proof, address proof, photographs and the BharatKosh receipt.

Before You Start: Check These

After the Gazette: What Updates Next

Aadhaar at your nearest centre, then PAN and the bank, all where you live now. Leave the district-held records for your planned trip, and keep the gazette and both newspaper pages with you rather than at the family home, because you are the one who will be asked for them.

Key Terms on This Page

Plain definitions for the words that come up at the counter:

Affidavit
A statement you swear is true, signed before a notary on stamp paper. The notary confirms you signed it, not that the contents are true.
Notary Public
An officer who attests that a document was signed in front of them. They verify the signature, not the facts written above it.
BharatKosh
The government payment portal used to pay the gazette publication fee. The receipt goes into the file.
Department of Publication
The office at Civil Line, Delhi that receives name change files and publishes the notification.
Name correction
Fixing a name that was written wrongly by somebody else. Lighter than a change, because an older document already shows the right version.
Name change
Adopting a different name from the one your documents correctly record. This is the case that usually needs publication.

Whichever counter you reach next, there is a guide for it here:

Why We Ask Where You Are, Not Where You Are From

People from this district often begin by apologising for not being in Unnao, as though that were an obstacle. It usually is not. Our first question is where you are now, because that decides where the affidavit gets sworn and where the newspapers are placed, and the answer is almost always: wherever you happen to be. Then we work out the short list of things that genuinely need somebody at a counter here, and quite often that list has one item on it, or none. Where it does have an item, we say plainly whether a relative can handle it, because a wasted journey from another city is a much bigger cost than most people admit. Vipin Chauhan, B.Tech LL.B, asks where you are now.

Name Change in Unnao: FAQs

I live in Kanpur now. Do my records move with me?

No. A register is kept in a particular office, and changing your address does not lift a page out of it.

Do I have to come to Unnao to change my name?

No. The entire central gazette process works from wherever you live, and never passes through the district.

Where do I get the affidavit made?

Any notary in your current city. The seal carries the same weight everywhere and the verification simply names that place.

Can my witnesses be from my current city?

Yes. They are people who saw you sign and need no connection to Unnao.

What actually needs somebody here?

Your birth entry, your school record and any land record, because those registers stayed where they were made.

Can a relative go instead of me?

Often yes. Ask the office first, then send a plain signed authorisation naming them and your phone number.

What should the relative bring back?

The acknowledgment, above everything. Without it there is no proof the application was ever made.

Should I make a special trip?

Usually not. Plan the local work around a visit you were making anyway, and prepare everything before you travel.

Which of my Unnao records actually needs fixing?

Often only the one that is causing a problem. The rest have sat unbothered for years and will continue to.

Where was my birth registered?

Four in five people here live outside a town, so most likely a gram panchayat. The certificate names the body.

What if I am abroad rather than in another Indian city?

The same logic applies with one extra step for attestation, which is covered on our page for people abroad.

Do you need me to visit Lucknow?

No. Papers reach us by photograph and the file goes to Delhi from our chamber.
