Quick answer: For a degree, write to Dr Bhimrao Ambedkar University rather than to your college, because affiliated colleges teach and the university awards. It covers around two hundred colleges across seven districts of the Agra division. If your degree says Agra University, that is correct for its date, since the university was renamed in 1995 and old certificates keep the old name. Births in the city go to Agra Nagar Nigam, and the gazette works as it does statewide.
The wasted trip here is always the same one: somebody goes back to the college they attended, sometimes travelling from another district, and is told to write to Agra.

Who Actually Awards a Degree
Where a college does have to forward something and will not, that is a separate and frustrating problem, covered on our college refusal page.
Seven Districts, One Register
| You studied in | Your degree record is in |
|---|---|
| Agra | Agra |
| Mathura | Agra |
| Firozabad | Agra |
| Mainpuri | Agra |
| Hathras or Etah | Agra |
The general principle for degrees statewide is on our university degree correction page.
Agra University Is Not an Error
- The university was renamed in 1995, from Agra University to Dr Bhimrao Ambedkar University.
- A degree awarded before then correctly carries the older name, and nobody expects it to say anything else.
- No correction, affidavit or gazette is needed for that, and anybody suggesting otherwise is selling something.
- It is the same institution, and employers, boards and verification agencies have handled this for three decades.
- Write the current name on current forms, and leave the old certificate exactly as it is.
The city version of this, which trips up far more people, is on our Prayagraj page.
Which Record to Fix First
Start with the Class 10 marksheet
It is the spelling authority everything else is measured against, including your degree.
Then Aadhaar
Since almost every counter compares what you hand over against it.
Then the gazette, if the name genuinely changed
Because the university will want the published notification rather than an explanation.
Then the university
With the degree, roll number, college and year, plus whatever it asks for.
Then employers and any verification pending
Which is usually what started the whole thing.
Confirm the university's own requirements with them
Because a university sets its own procedure and revises it.
Fixing the degree before the marksheet is a common instinct and the wrong order, because the degree correction will be measured against the marksheet anyway.
What Else Is Local Here
- Births and deaths in the city go to Agra Nagar Nigam, with panchayats and smaller bodies elsewhere in the district.
- Board corrections go through your DIOS, which is the escalation point when a school will not forward.
- Passport work for this district runs through the western jurisdiction, not through Lucknow, as our Ghaziabad page explains.
- Newspapers publish Agra editions, and any advertising agent places these routinely.
- Notaries and typists sit around the court area, as in every district.
Six local things, and everything else is statewide, which is set out on our districts page.
What Is Not Local At All
Central Gazette: the Complete Process and File Format
Our core service: the part the university will want to see, prepared from our Lucknow chamber.
Stage 1: The affidavit
Point two names the college as well as the university, which is unusual and useful here. In a register covering two hundred colleges, the college and year narrow the search far faster than a roll number alone.
Stage 2: The Public Notice, in two copies
Each witness gives signature, full name and address, and both sign both copies. Classmates and family are equally acceptable.
Stage 3: The CD and CD-Certificate
Stage 4: Newspapers, fee, covering letter and dispatch
Publish in two Agra newspapers and buy six copies
A Hindi daily and an English paper, complete original pages.
Pay Rs 1,100 on BharatKosh
With the function head, PAO and DDO checked and two receipts printed.
Write the covering letter
To The Controller, Publication Department, Civil Line, Delhi 110054, with your mobile number and email.
Assemble, check and photocopy
A full copy set kept at home.
Courier it, tracked
One to two days from Agra to Delhi.
Then Aadhaar, then the university
In that order, since the university will want the published notification.
Write Once, With Everything In It
That last line is true across this whole subject and most true here, where one office is fielding requests from an entire division.
Gazette Fees, Time and the File
| Adult gazette fee | Rs 1,100 |
| Minor gazette fee | Rs 1,700 |
| University charges | As set by the university |
| Newspapers | A few hundred rupees per paper |
| Affidavit | Rs 100 to 500 including stamp paper and notary |
| Timeline | Roughly 25 to 45 days for the gazette |
| Our service | Basic from Rs 999, Complete from Rs 1,999, quoted separately |
The envelope in one line: covering letter with your phone and email, affidavit (notarised), Public Notice typed in two copies with two witnesses on each, CD in MS-Word format with the signed CD-Certificate, both complete newspaper pages, photo identity proof, address proof, photographs and the BharatKosh receipt.
Before You Start: Check These
- Does the degree name the university, and is that where you are writing?
- Do you have the college name and year of award, not just a roll number?
- Is the Class 10 marksheet correct, since everything is measured against it?
- Is Aadhaar corrected, or first on the list?
After the Gazette: What Updates Next
Aadhaar, then PAN, then the university, then any employer or verification that is waiting. Keep the old degree exactly as it is, Agra University name and all, because it is evidence rather than an error.
What Other Websites Get Wrong
- Wrong: go to your college. Right: the university awarded the degree and holds the register.
- Wrong: a degree from Mainpuri is a Mainpuri matter. Right: if the college is affiliated here, the record is in Agra.
- Wrong: get Agra University changed to the current name. Right: the 1995 renaming needs no correction at all.
- Wrong: fix the degree first. Right: the marksheet is what the degree correction will be measured against.
- Wrong: a roll number is enough in a letter. Right: name the college and year too, in a register this large.

Key Terms on This Page
Plain definitions for the words that come up at the counter:
- DIOS
- The District Inspector of Schools, the officer a board correction is escalated to when a school will not forward it.
- Notary Public
- An officer who attests that a document was signed in front of them. They verify the signature, not the facts written above it.
- Affidavit
- A statement you swear is true, signed before a notary on stamp paper. The notary confirms you signed it, not that the contents are true.
- Name correction
- Fixing a name that was written wrongly by somebody else. Lighter than a change, because an older document already shows the right version.
- Department of Publication
- The office at Civil Line, Delhi that receives name change files and publishes the notification.
- Name change
- Adopting a different name from the one your documents correctly record. This is the case that usually needs publication.

Why We Ask Which College, Not Just Which University
People send us a degree and expect us to write to the university with a roll number. We ask for the college and the year as well, because a register covering two hundred colleges across seven districts finds a person faster with three identifiers than with one. It is a small thing that turns a slow correspondence into a short one. We also tell people plainly that a degree saying Agra University needs nothing done to it, which occasionally disappoints somebody who had been quoted a fee for exactly that. Vipin Chauhan, B.Tech LL.B, would rather write one complete letter than three incomplete ones.
- We write to the university, not the college: because that is where the register is.
- We name the college and year too: which finds the record faster.
- We fix the marksheet first: since the degree is measured against it.
- We say when nothing is needed: including the 1995 renaming.

Name Change in Agra: FAQs
Should I go to my college?
No. The college taught you; the university awarded the degree and holds the enrolment register, so a correction is a university matter.
I studied in Mainpuri, not Agra.
If the college is affiliated to the Agra university, your degree record is in Agra regardless of where you sat in a classroom.
Which districts does it cover?
The districts of the Agra division, with around two hundred affiliated colleges between them.
My degree says Agra University.
That is correct for its date. The university was renamed in 1995 and old certificates keep the older name.
Do I need to get that changed?
No. No correction, affidavit or gazette is needed, and anybody charging for it is selling you something.
What should my letter contain?
The name on the degree, your correct name, the roll number, the college, the year, the course, working contact details and copies of everything.
Why does the college matter in the letter?
Because a register covering two hundred colleges finds a person faster with three identifiers than with one.
Should I fix the degree or the marksheet first?
The marksheet, because the degree correction will be measured against it anyway.
Does the university need the gazette?
Where the name genuinely changed, yes, and it will want the published notification rather than an explanation.
What is the university's exact procedure?
Ask them. Universities set and revise their own processes, and their answer is the reliable one.
Where do passport applications from Agra go?
Through the western jurisdiction rather than Lucknow.
Who registers births here?
Agra Nagar Nigam for the city, with panchayats and smaller bodies elsewhere in the district.

The Short Version
The wasted trip in this division is always the same one: somebody travels back to the college they attended in Firozabad or Etah or Mainpuri, and is told to write to Agra. Colleges teach and take fees; universities set examinations, hold enrolment registers and award degrees, so a correction is a university matter and the college cannot amend a record it never held. Dr Bhimrao Ambedkar University covers around two hundred affiliated colleges across the districts of the Agra division, which means degree corrections from a wide stretch of western Uttar Pradesh converge on one office, and a letter naming your college and year as well as your roll number will find you far faster than one that does not. The other thing worth knowing costs nothing: if your degree says Agra University, that is correct for its date, because the university was renamed in 1995 and a record states what was true when it was made.
