A Gazette Is Evidence, Not an Instruction
Once that distinction is clear, most refusals stop looking like hostility. An office asked to alter a record it issued years ago needs an application to act on: a form, a fee where one applies, the original document, and the gazette as supporting proof. Handing over a printout and asking for a change is, from their side, a conversation rather than a file. Notice how similar the first and fourth sound at a counter, and how different they are. "Gazette se nahi hoga" spoken by a clerk usually means this is not how a request reaches us, which is correct. The same sentence meaning a Government of India publication has no standing here is not. The way to tell them apart costs nothing: ask what would be needed instead. A reasonable refusal produces an answer, a form or a list. An unreasonable one produces a repetition.
When the College Is Right
- No application was made. You produced a document and asked. Colleges act on files, not on conversations, and the fix is a written application rather than an argument.
- The source record still carries the old name. If your Class 12 marksheet says one thing and you are asking the college to print another, they would be creating an inconsistency between your degree and the certificate it was built from. - Their procedure exists and you have not followed it. Universities and their affiliated colleges publish forms and fee structures for exactly this, and being unaware of one is not the same as it being unreasonable.
- The documents you brought are incomplete. A gazette plus a request is thinner than a gazette plus an affidavit, identity documents, the original certificate and a completed form.
- The request crosses a rule they cannot waive. Some institutions have time limits or approval requirements set above the person you are speaking to.
In all five, escalating early makes things slower rather than faster, because you would be escalating a request that has not properly been made. Complete it first.
When the College Is Wrong
There is one clear category, and it deserves stating plainly: a claim that a gazette notification has no standing, or that only a court order will do for an ordinary name change. A gazette notification published in Part IV is a record of the Government of India, verifiable by anybody at egazette.gov.in, and it is precisely the document institutions across the country rely on for exactly this purpose. An office is entitled to require an application, a form and a fee. It is not entitled to declare a published government record void.
The response is the same one that works throughout this site: ask for the position in writing. Politely, in a sentence, requesting that the reason for refusal be recorded. An unwritten position costs nothing to hold and a written one has to be defensible, and in our experience most refusals in this category simply dissolve at that point. The Gazette Published After Your Result
A specific situation worth its own section, because it produces a refusal that sounds unfair and is technically correct. If your degree or marksheet was issued in 2019 and your gazette was published in 2026, the college's position is that its record was accurate when it was made. Nothing was mistyped. You have since changed your name, which is a different matter from the institution having made an error.
What institutions do with the second case varies. Some make an endorsement noting the changed name; some decline to alter a historical academic record at all, which is a defensible position taken by many boards and universities worldwide. If yours declines, the practical answer is not to fight it but to carry the gazette alongside the old certificate permanently, which is exactly what the notification is for: it explains the link wherever the old document is produced. That is a satisfactory outcome even though it is not the one you wanted, and it is worth knowing before you spend a year pursuing an amendment nobody is going to make.

Form, fee, documents and approvals. Most refusals end here, because the answer turns out to be a procedure rather than a no.
Submit a written application with everything enclosed
Gazette prints, affidavit, original certificate, corrected school documents and identity proof. Request a receiving acknowledgment in the letter itself.
Keep the acknowledged copy

Allow a reasonable period
Two to four weeks before treating silence as a position, and longer around examination and convocation seasons when these offices are busiest.
Escalate to the affiliating university
For a college, that means the registrar or examination office of the parent university, not the district education office. Send the same file with a dated summary.

An institution is entitled to require an application, a form and a fee, and to ask that your source certificate be corrected first. It is not entitled to declare a published government notification void. Which of those is happening decides your next step.
Why is a gazette not enough by itself?
Because it is evidence rather than an instruction. It records that you declared a change of name and that the declaration was published. It does not direct any institution to amend its records, so a formal application is still needed.
How do I tell a reasonable refusal from an unreasonable one?
