Name Change in Budaun

Almost every child in this district has two names. There is the one the family calls them, and there is the one meant for paper. Trouble starts because nobody decides which is which until somebody is already writing in a register. Whatever gets entered at that first moment, at an Aadhaar camp or a school admission, becomes the official name, and it stays. The good news is that there is a clear point before which this is easy to settle: Class 10.

Quick answer: Decide the child s written name once, in the family, and use that exact spelling on every form from then on. If the papers already disagree and the child is below Class 10, correct them now while it is a school-level matter. Once the Class 10 marksheet is issued, the same fix becomes a board-level application and takes far longer. The called name at home can stay whatever it has always been.

Nobody is doing anything wrong here. Two names is simply how most families in this district work.

The Called Name and the Written Name

In most houses here a child has both, and nobody thinks of it as a problem. THE CALLED NAME Munna, Guddi, Chhotu, Babli, Raja used by parents, neighbours, the whole village THE WRITTEN NAME the one chosen at birth or at the naming, meant for school and papers Both are real. Both belong to the child. The difficulty is not having two. It is that the family often never says out loud WHICH ONE GOES ON PAPER. So the question gets answered by whoever is holding a pen at the time. An older brother takes the child to an Aadhaar camp and gives the name he actually uses. Months later a school clerk asks the mother and she gives the other one. Neither of them made a mistake. Nobody had told either of them what the answer was.

Deciding it once, in a single sentence, at the kitchen, is the whole of the prevention.

The First Form Decides It

Where fewer adults in a household read fluently, this happens more, and for an obvious reason. If you cannot check what has been written, you cannot catch it. That is not a criticism of anybody. It is a practical fact about how forms get filled in much of this district, and it is why one habit matters more here than almost anywhere: write the child's chosen name on a slip, in capitals, and hand that slip over Then the person with the pen is copying, not guessing. And somebody in the family who does read can check the form before it is signed. Two minutes. And it settles a question that otherwise gets answered by accident.

The same habit, applied at every counter and for adults too, is on our Shahjahanpur page.

How Far This Can Go

A case reported from this district in 2022 shows the far end of it. A five year old's Aadhaar card carried, in place of her name, a DESCRIPTION of her: a phrase identifying her as one of her mother's children. Not a nickname. Not a spelling error. A description, entered where the name should have been. A school refused her admission on that basis. The matter was reported widely, officials became involved, and the card was corrected. She was admitted. It ended well, and it should never have been necessary. The lesson is not about that family. It is that an entry made in one careless minute can close a school door on a child, and that nobody checks these entries until the day they are needed. So check them on a day when nothing is needed.

Where an Aadhaar entry is the one that is wrong, the update route and its limits are on our Aadhaar page.

Class 10 Is the Line

Before the Class 10 marksheetAfter it
The school holds the recordThe board holds the record
An application to the schoolAn application through the school to the board
Weeks, usuallyMonths, and sometimes limits apply
Little or no feeA prescribed fee
Easy to align everythingEverything else must align to the marksheet
This is the single most useful thing on this page. Up to the point where the Class 10 marksheet is issued, a child's name lives in a school register, and a school register can be corrected by the school. Once the marksheet exists, that name becomes the reference for the rest of the person's life: passports, jobs, examinations, verification tables. So the timetable writes itself: [ ] Class 6 to 8 the ideal window [ ] Class 9 still comfortable [ ] Class 10 year hurry [ ] after a board application Families here with children in middle school have a free hand and usually do not know it. Ask the school today what the register says. It costs a visit.

The board correction route, for anybody past that line, is on our UP Board page.

Fix Them Together, Not One by One

  1. Decide the written name, once, as a family

Full name, spelling, and whether a surname is used. Write it on a slip in capitals.

  2. List every document the child already has

Birth certificate, Aadhaar, school record, and anything else, with what each one says.

  3. Decide which document will be the reference

Normally the birth certificate if there is one, otherwise the school admission record.

  4. Correct the others to match it, in one go

Not spread over two years, because each office compares against the others and half-done is worse than not started.

  5. Do the same for every child in the house

The same person enrolled them, so the same problem usually repeats across siblings.

  6. Then use that name, unchanged, forever

Including on scholarship forms, examination forms and bank accounts.

Where a scholarship is already stuck because of exactly this, the checks are on our Basti page.

If You Are Already an Adult

The full sequence is on our name change process page, and the surname question specifically on our adding a surname page.

A birth certificate correction goes back to the body that made the entry, not to the district headquarters. And a school register correction is done at the school your child actually attends, which for most families here is walking distance.

Central Gazette: the Complete Process and File Format

For a child below Class 10 this is usually unnecessary. Correct the school record instead. The gazette matters where a name is genuinely being changed, and for a minor the fee is higher.

Stage 1: The affidavit, sworn by the guardian

AFFIDAVIT (on non-judicial stamp paper, notarised) I, ____________________ S/O ____________________ , R/o Village ____________________ , Tehsil ____________________ , District Budaun, Uttar Pradesh, father / mother / guardian of the minor named below, do hereby solemnly affirm and declare as under:- 1- That my son / daughter, aged ______ years, is recorded as ____________________ in the school record of ____________________ School, Admission / Scholar No. ____________________ . 2- That the said child is recorded as ____________________ in Aadhaar bearing number ____________________ , and as ____________________ in the Birth Certificate bearing Registration No. ____________________ . 3- That ____________________ is the name by which the child is called at home, and ____________________ is the child's correct and formal name for all official purposes. 4- That all the said names refer to one and the same child. 5- That it is my true and correct statement. DEPONENT VERIFICATION:- Verified at ____________ on this __-__-20__ that the contents of the above Affidavit are true and correct to the best of my knowledge and belief. DEPONENT

Point three is the one that does the work, and it appears in this form for a reason. It says plainly that one name is the household name and the other is the formal one, rather than pretending an error occurred. Offices deal with that honestly stated situation far more easily than with a vague claim of a mistake.

Stage 2: The Public Notice, in two copies

PUBLIC NOTICE (TWO identical typed copies, each signed and witnessed) It is for general information that I, ____________________ S/O ____________________ , R/o ______________________________ ____________________________________ , father / guardian of ____________________ , a minor aged ______ years, declare that the name of the said minor has been changed from ____________________ to ____________________ and the minor shall hereafter be known as ____________________ for all purposes. It is certified that I have complied with other legal requirements in this connection. ____________________ Signature of Guardian WITNESS NO. 1 Signature :- ____________________ Full Name :- ____________________ Address :- ____________________ WITNESS NO. 2 Signature :- ____________________ Full Name :- ____________________ Address :- ____________________

For a minor the guardian signs, and the notice names the child. Each witness gives signature, full name and address, and both sign both copies.

Stage 3: The CD and CD-Certificate

CD-CERTIFICATE I, ____________________ S/O ____________________ , R/o ____________________________________________________ , do hereby declare:- 1- That the matter in CD and hard copy is the same and I am responsible for any mismatch. 2- That I am responsible for the quality of CD. 3- That the CD is in MS-Word Format. 4- That the above statement is true and correct. Signature of Guardian ____________________

Stage 4: Newspapers, fee, covering letter and dispatch

  1. Publish in two newspapers and buy six copies

A Hindi daily and an English paper covering this district, complete original pages.

  2. Pay Rs 1,700 on BharatKosh for a minor

Higher than the adult fee of Rs 1,100, so check the child s age before paying.

  3. Write the covering letter

To The Controller, Publication Department, Civil Line, Delhi 110054, with your mobile number and email.

  4. Assemble, check and photocopy

A full copy set kept at home, because the file sent is never returned.

  5. Courier it, tracked

A day or two from here to Delhi.

  6. Then the school record, then Aadhaar

School first here, because that is what the board will later carry forward.

Say It Out Loud, Once

The prevention costs nothing and takes one conversation. Sit down as a family and answer four questions about each child: 1 what is the full name that goes on paper? 2 is a surname used, and which one? 3 exactly how is it spelt, letter by letter? 4 who in this house will fill the forms? Write the answers on a slip. Keep it with the documents. Give it to whoever takes the child anywhere. Then say the important part out loud: "Ghar mein jo bulate hain, wo alag hai. Kaagaz par yahi naam jaayega." What we call him at home is one thing. On paper, this is the name. Families that have said that sentence once never have this problem. Families that have not, usually do.

Fees and Time

The family conversationFree
School register correctionUsually little or nothing
AffidavitRs 100 to 500 including stamp paper and notary
Minor gazette feeRs 1,700
Adult gazette feeRs 1,100
NewspapersA few hundred rupees per paper
Board correction after Class 10A prescribed fee, and months

Where a gazette is genuinely needed, the envelope is: covering letter with your phone and email, affidavit (notarised), Public Notice typed in two copies with two witnesses on each, CD in MS-Word format with the signed CD-Certificate, both complete newspaper pages, photo identity proof, address proof, photographs and the BharatKosh receipt.

Before You Fill Any Form: Check These

After It Is Settled: What to Do

Use the same spelling on every form from then on, and keep the slip with the documents so that whoever fills the next one copies rather than remembers. Check each sibling too, since the same person usually enrolled them all.

Plain definitions for the words that come up at the counter:

Affidavit
A statement you swear is true, signed before a notary on stamp paper. The notary confirms you signed it, not that the contents are true.
Department of Publication
The office at Civil Line, Delhi that receives name change files and publishes the notification.
Name correction
Fixing a name that was written wrongly by somebody else. Lighter than a change, because an older document already shows the right version.
Name change
Adopting a different name from the one your documents correctly record. This is the case that usually needs publication.
DIOS
The District Inspector of Schools, the officer a board correction is escalated to when a school will not forward it.
Guardian
The adult who signs on a child's behalf. A child under eighteen signs nothing in these processes.

Whichever counter you reach next, there is a guide for it here:

Why We Ask Which Class the Child Is In

When a family from this district contacts us about a child s name, our first question is the class. If the child is in middle school, we usually tell them not to spend anything with us at all: go to the school, ask what the register says, and get it corrected there, because at that stage it is a school matter and a small one. If the Class 10 marksheet has already been issued, the answer is different and longer, and we say that too. We also ask about the other children in the house, because the same person filled all those forms and the same difference usually repeats. None of this asks a family to stop calling a child what they have always called them, and we say so, because people sometimes think that is what is being suggested. Vipin Chauhan, B.Tech LL.B, asks the class first.

Name Change in Budaun: FAQs

My child has one name at home and another on papers.

That is normal here. The difficulty is only that nobody decided which one goes on paper, so whoever filled the first form decided it.

Do we have to stop using the home name?

No. Nothing here asks a family to change how they speak. Only the paper name has to be settled and used consistently.

When is the easiest time to fix it?

Before the Class 10 marksheet is issued, while the record still lives in a school register.

What changes after Class 10?

The board holds the record, so the same fix becomes an application through the school to the board, and it takes months.

Should I correct one document at a time?

No. Do them together, because each office compares against the others and a half-done set is worse than an untouched one.

Which document should be the reference?

Normally the birth certificate if one exists, otherwise the school admission record.

Do I need a gazette for a young child?

Usually not. Below Class 10 the school register is generally the whole job.

What if we do need one?

The guardian signs, and the government fee for a minor is Rs 1,700 rather than the adult Rs 1,100.

What should the affidavit say?

Plainly that one name is the household name and the other is the formal one. Offices handle that far better than a vague claim of an error.

My other children may have the same problem.

Very likely. The same person filled all those forms, so check every child in one sitting.

I am an adult with a nickname on my papers.

Common, and not shameful. The ordinary route applies: an affidavit, and the gazette where the name is genuinely changing.

How do we stop it happening with the next child?

Agree the written name out loud, put it on a slip in capitals, and hand that slip over at every counter.

Official Sources

Facts here are checked against these sources and our own casework in the Bareilly division. The 2022 admission case referred to above was widely reported at the time; we describe it only to make a general point and name nobody.

About the founder: Founded by Vipin Chauhan, B.Tech LL.B, with 5+ years of direct filing experience with the Department of Publication. Every process detail here comes from files we have actually prepared and followed through to publication, not from copied web content.

The Short Version

In most houses here a child has two names, the one the family calls them and the one meant for paper, and nobody thinks of that as a problem. Both are real and both belong to the child. The difficulty is not having two; it is that the family often never says out loud which one goes on paper, so the question gets answered by whoever happens to be holding a pen. An older brother takes the child to an enrolment camp and gives the name he actually uses; months later a school clerk asks the mother and she gives the other one. Neither made a mistake, because nobody had told either of them what the answer was. There is one line that matters more than any other: the Class 10 marksheet. Before it, the name lives in a school register and the school can correct it. After it, that name becomes the reference for the rest of the person s life.

Child s Name Different on Papers?

Tell us the child s class and what each document says. Before Class 10 this is usually a small job.
