Why this matters practically: "UPPCL" is the holding company the DISCOM is who you deal with forms, portals and offices are theirs So a guide that says "apply to UPPCL" has not told you where to go. Your bill names the company. Read it before searching for anything online, because the right portal is the one printed at the top of your own bill.

Stage 1: The affidavit

The undertaking in point four is what most discoms are actually looking for. Somebody has to be answerable for future consumption, and the affidavit names that person clearly.

Stage 2: The Public Notice, in two copies

Each witness gives signature, full name and address, and both sign both copies at one sitting. None of this applies to an ordinary connection transfer.

Stage 3: The CD and CD-Certificate

Stage 4: Newspapers, fee, covering letter and dispatch

    With the function head, PAO and DDO checked and two receipts printed.

  3. Write the covering letter

  4. Assemble, check and photocopy

    A full copy set kept at home.

  5. Courier it, tracked

    One to three days from most UP districts.

  6. Then Aadhaar, then the connection

    Since the discom will use your identity documents.

Ask for the Last Paid Bill Before You Buy

One question, before money changes hands: "Can I see the latest paid electricity bill for the property?" What it tells you: whether there are arrears sitting on the meter the sanctioned load, which matters for what you can run the account number, for the transfer and whether the connection is even in the seller's name Sellers who cannot produce it usually have a reason. This costs nothing and it is the cheapest protection available at that stage of a purchase.

The same question is worth asking about house tax, and together the two receipts tell you more about a property's running position than most people learn in the first year of owning it.
