OBC Non-Creamy Layer Certificate Name Correction in Uttar Pradesh

The name on your OBC certificate is wrong and a form has picked it up. Before applying for a correction, know something that makes this document different from a plain caste certificate. Your caste is permanent, but the non-creamy layer part is a status test that a recruiting body usually wants to be recent. So correcting a certificate issued three years ago can leave you holding a document with the right name and the wrong date.

Quick answer: Check the date on your certificate before deciding anything. If it is recent and the name is wrong, apply for a correction at the Tehsil or through e-District. If it is a few years old, a fresh application with the correct name is usually better, because recruiting bodies want the non-creamy layer status to be current and you would otherwise fix the name and still be turned away on the date. Also check whether the post needs the Central or the State format, since they are not interchangeable.

This document quietly does two jobs at once, and that is the whole reason it behaves differently from a plain caste certificate. Once you separate the two, the right move becomes obvious in about a minute.

Two Things in One Paper

An OBC non-creamy layer certificate says two separate things: 1 WHICH COMMUNITY you belong to determined by birth permanent never expires 2 THAT YOU FALL OUTSIDE the creamy layer a test of circumstances can change which is why recruiters want a recent one Part one behaves exactly like a caste certificate. Part two does not. Almost every confusion on this subject comes from treating the whole document like part one.

A plain caste certificate carries only the first, which is why our caste certificate guide can say the old one stays valid indefinitely. Here that advice does not carry over.

Why the Date Decides

We are deliberately not quoting a fixed validity period here. Different recruiters phrase it differently, and a page that states one number confidently will send somebody to the wrong office. The notice in front of you is the real answer.

Correct It or Reapply

Your situationWhat usually makes sense
Recent certificate, name wrongApply for a correction
Old certificate, name wrongFresh application with the right name
Old certificate, name fineFresh application anyway, if the notice wants a recent one
Wrong format for the postFresh application in the right format
Circumstances have changedFresh, since the status is what is being certified
Notice how often the answer is "fresh". That is not laziness. A correction and a fresh application take similar effort at the same office, and one of them gives you a current date as well as a correct name. The exception is a certificate issued recently enough that the date is fine, where a correction is the smaller job.

Central and State Are Different

  1. Central government posts use the Central format

Issued for use against Central lists and Central recruitment.

  2. State posts use the State format

Issued against the Uttar Pradesh list, for state recruitment and admissions.

  3. The community lists themselves can differ

A community on one list is not automatically on the other, which surprises people.

  4. So one certificate does not cover both

Applying to a Central post with a State certificate is a common and avoidable rejection.

  5. Read the notice for which is wanted

Recruitment notices state this plainly, usually near the reservation clause.

  6. Then apply in that format

Rather than assuming the one in your file will do.

If you are applying for both Central and State opportunities in the same year, you may genuinely need both, and that is normal rather than a sign something went wrong.

Making the Application

Whether correcting or applying fresh: through e-District, or at a CSC, with the physical documents produced at the Tehsil You will need: your existing certificate or its number Aadhaar with the correct name Class 10 marksheet father's details, unchanged income and family details as the format requires address proof The Tehsil verifies the family record and the status, which is why this takes weeks rather than minutes.

The mechanics are the same as any e-District certificate work, and our e-District correction page covers the portal side in detail, including why you should note the application number twice.

Checking What Comes Back

Check all five before uploading it anywhere. A certificate that fixes one problem and introduces another is a fortnight lost at exactly the point when a deadline is close.

Central Gazette: the Complete Process and File Format

Our core service: an OBC certificate correction needs no publication. Where your name is genuinely changing rather than being corrected, this is the route from Lucknow.

Stage 1: The affidavit

AFFIDAVIT (on non-judicial stamp paper, notarised) I, ____________________ S/O ____________________ , R/o ____________________________________________________ , do hereby solemnly affirm and declare as under:- 1- That my name has been wrongly written as ____________________ in OBC certificate number ____________________ . 2- That my correct name is ____________________ , as recorded in my Class 10 marksheet and Aadhaar. 3- That both the said names pertain to one and the same person, that is, myself, and the difference is on account of a clerical error. 4- That my caste and category as recorded therein are unchanged and are not in question. 5- That it is my true and correct statement. DEPONENT VERIFICATION:- Verified at ____________ on this __-__-20__ that the contents of the above Affidavit are true and correct to the best of my knowledge and belief. DEPONENT

Point four keeps the request narrow. You are asking about a spelling, not inviting anybody to revisit the category or the status, and saying so plainly helps.

Stage 2: The Public Notice, in two copies

PUBLIC NOTICE (TWO identical typed copies, each signed and witnessed) It is for general information that I, ____________________ S/O ____________________ , R/o ______________________________ ____________________________________ , declare that I have changed my name from ____________________ to ____________________ and I shall hereafter be known as ____________________ for all purposes. It is certified that I have complied with other legal requirements in this connection. ____________________ Signature of Applicant WITNESS NO. 1 Signature :- ____________________ Full Name :- ____________________ Address :- ____________________ WITNESS NO. 2 Signature :- ____________________ Full Name :- ____________________ Address :- ____________________

Each witness gives signature, full name and address, and both sign both copies at one sitting.

Stage 3: The CD and CD-Certificate

CD-CERTIFICATE I, ____________________ S/O ____________________ , R/o ____________________________________________________ , do hereby declare:- 1- That the matter in CD and hard copy is the same and I am responsible for any mismatch. 2- That I am responsible for the quality of CD. 3- That the CD is in MS-Word Format. 4- That the above statement is true and correct. Signature of Applicant ____________________ R/o ____________________

Stage 4: Newspapers, fee, covering letter and dispatch

  1. Publish in two newspapers and buy four copies

One Hindi daily of your district and one English paper, complete original pages.

  2. Pay Rs 1,100 on BharatKosh

With the function head, PAO and DDO checked and two receipts printed.

  3. Write the covering letter

To The Controller, Publication Department, Civil Line, Delhi 110054, with your mobile number and email.

  4. Assemble, check and photocopy

A full copy set kept at home.

  5. Courier it, tracked

One to three days from most UP districts.

  6. Then Aadhaar, then a fresh certificate

Rather than correcting an old one, since a fresh application gives you both.

Count Backward From the Deadline

Before choosing correct or reapply, look at the closing date on the form you need this for. Tehsil verification takes weeks a correction and a fresh application take about the same time a wrong choice costs you the whole window If the deadline is close, ask the office directly what is quickest for your case rather than deciding from a webpage. And if the deadline is genuinely too close, apply with what you have plus an affidavit explaining the spelling, and follow up. A stated explanation beats a missing form.

That last line is worth taking seriously. A form submitted with a documented explanation is usually recoverable. A form not submitted at all is not.

Gazette Fees, Time and the File

Correction or fresh applicationThe e-District or Tehsil fee, small

The envelope in one line, where publication applies to a genuine name change: covering letter with your phone and email, affidavit (notarised), Public Notice typed in two copies with two witnesses on each, CD in MS-Word format with the signed CD-Certificate, both complete newspaper pages, photo identity proof, address proof, photographs and the BharatKosh receipt.

Before You Apply: Check These

After the Gazette: What Updates Next

Aadhaar first, then this certificate, then anything quoting it. Keep every version you are issued, since old application files may reference an earlier certificate number, and store the recruitment notice alongside so you can show later why you chose the format you did.

Why We Ask for the Recruitment Notice

Almost everything on this page depends on it: whether a recent certificate is wanted, whether the Central or State format applies, and how long you have. People send us a certificate and ask what to do with it, and the certificate alone does not contain the answer. Vipin Chauhan, B.Tech LL.B, reads the notice before touching the document.

OBC Non-Creamy Layer Name Correction: FAQs

Why is this different from a caste certificate?

It carries two things: your community, which is permanent, and your non-creamy layer status, which is a test of current circumstances.

Should I correct the old certificate?

Only if it is recent enough for what you need it for. Otherwise you end up with the right name and a date the recruiter will not accept.

Is a fresh application really easier?

Often yes. A correction and a fresh application take similar effort at the same office, and one of them gives you a current date too.

How recent does it need to be?

The recruitment notice is the authority, because recruiters phrase this differently. Do not rely on a fixed period quoted on any website.

Does one certificate work for Central and State posts?

No. The formats differ and so can the community lists, which makes using the wrong one a common and avoidable rejection.

Can I need both?

Yes, and it is normal if you are applying for Central and State opportunities in the same year.

Where do I apply?

Through e-District or a CSC, with documents produced at the Tehsil, which verifies both the family record and the status.

What should I check on the new certificate?

Your name, your father's name, the spelling of the community, the format, and the date. All five, before uploading it anywhere.

My deadline is very close. What now?

Ask the office what is quickest for your case, and if there is genuinely no time, apply with what you have plus an affidavit explaining the spelling, then follow up.

Do I need a gazette?

No. A name correction on an OBC certificate involves no publication.

Will my category be re-examined?

Not by a spelling correction. Stating in the affidavit that the category is unchanged keeps the request narrow.

What does it cost?

The ordinary e-District or Tehsil fee, a CSC charge if you use one, and Rs 100 to 500 for an affidavit where asked.

Official Sources

Facts here are checked against these sources and our own casework across the state. Because recency requirements and accepted formats differ between recruiters, the notice you are applying under always takes precedence over anything on this page.

About the founder: Founded by Vipin Chauhan, B.Tech LL.B, with 5+ years of direct filing experience with the Department of Publication. Every process detail here comes from files we have actually prepared and followed through to publication, not from copied web content.

The Short Version

This certificate quietly does two jobs, and that is why advice about caste certificates does not carry over to it. Your community is determined by birth and never expires. Your non-creamy layer status is a test of current circumstances, which is why recruiting bodies usually want a recent certificate rather than any certificate. So look at the date before deciding what to do about a wrong name: correcting a certificate issued three years ago can leave you holding the right name and a date the recruiter will not accept, while a fresh application fixes both at the same office for similar effort. Check the format too, because Central and State certificates are not interchangeable and the community lists themselves can differ. And whatever a webpage says about validity periods, the recruitment notice you are applying under is the authority.

Which Post Are You Applying For?

Central or State changes the answer, and so does how old your certificate is.
