Quick answer: Do not argue at the counter. Put the request in writing, take an acknowledgment, and wait a reasonable time. If nothing moves, send a written reminder quoting that date. If still nothing, go to the next level in the same department, then to the divisional level at Lucknow. An RTI asking the status of your own file often unsticks it. Court exists, but it is the last rung and it needs a lawyer, not us.
Every rung on this ladder is free except the last, and every one of them depends on the first.

An Oral No Is Not a No
Getting that acknowledgment is the single habit this whole page depends on, and it is the one thing you cannot go back and create later.
The Ladder, Rung by Rung
Written application, with acknowledgment
Handed in at the office that actually holds the record. Keep your own stamped or signed copy.
A written reminder after a reasonable time
Quoting the date of the first application and attaching a copy. Nothing angry, just the dates.
The next officer in the same department
The DIOS above a school, the District Cane Officer above a society, the executive officer above a clerk. Which one depends entirely on the department.
District level
The District Magistrate s office, where a written grievance can be submitted with the whole history attached.
Divisional level
Raebareli is in the Lucknow Division, so the Commissioner s office is the level above the district.
And only then, court
Which is a different kind of step, with a different kind of cost, and it needs a lawyer.
The RTI That Unsticks a File
- You can ask, in writing, what the current status of your own application is, which is a question about information rather than a demand for a decision.
- It costs very little and has a defined timeline, which is precisely what an ignored application does not.
- Quote your application date and acknowledgment number, so there is no ambiguity about which file you mean.
- Ask narrow, factual questions, such as the date of receipt, the present position and the name of the dealing officer.
- Very often the reply is not needed, because the file moves once somebody has to write down where it has been sitting.
This runs alongside the ladder rather than replacing it, and it works best after rung two, when a reminder has already gone unanswered.
How to Write Each Rung
| What works | What does not |
|---|---|
| Dates and reference numbers | How long you have suffered |
| One page | Four pages of history |
| Copies attached in order | Originals handed over |
| A single, specific request | Several requests at once |
| Plain, calm language | Accusations of any kind |
The Last Rung, Honestly
The most common matter that ends up here is a date of birth rather than a name, and that is set out on our date of birth page.
What Is Local in Raebareli
- The district sits in the Lucknow Division, so the divisional rung is at Lucknow rather than anywhere further.
- Raebareli has a district court and a number of other courts, including family courts, for the matters that genuinely need them.
- The city is served by a Nagar Palika Parishad, which registers births and deaths for the town.
- Around nine in ten people here live outside a town, so most births in this district were registered by a gram panchayat.
- The district is compact, so unlike some larger districts, no part of it is especially far from the headquarters, which makes climbing the ladder in person more practical here.
The opposite situation, where distance itself is the obstacle, is on our Lakhimpur Kheri page.
Central Gazette: the Complete Process and File Format
Worth knowing: the gazette itself is rarely refused, because it is a publication rather than a permission. Most refusals people meet are at a state or local office, not at Delhi.
Stage 1: The affidavit
Keep the affidavit to these four points. Where somebody has been refused elsewhere, there is a temptation to add paragraphs explaining the dispute. Do not. An affidavit that argues invites questions, and the gazette file is not the place to fight a battle that belongs on the ladder above.
Stage 2: The Public Notice, in two copies
Each witness gives signature, full name and address, and both sign both copies. The commonest cause of a returned file is a missing witness signature on the second copy.
Stage 3: The CD and CD-Certificate
Stage 4: Newspapers, fee, covering letter and dispatch
Publish in two newspapers and buy six copies
A Hindi daily and an English paper covering this district, complete original pages.
Pay Rs 1,100 on BharatKosh
Online, with two receipts printed.
Write the covering letter
To The Controller, Publication Department, Civil Line, Delhi 110054, with your mobile number and email.
Assemble, check and photocopy
A full copy set kept at home, because the file sent is never returned.
Courier it, tracked
Keep the tracking receipt with your file, since it is itself a dated record.
Search egazette.gov.in yourself
Rather than asking anybody. It is faster and it is free.
Keep a One Page Diary
Gazette Fees, Time and the File
| Adult gazette fee | Rs 1,100 |
| Minor gazette fee | Rs 1,700 |
| Affidavit | Rs 100 to 500 including stamp paper and notary |
| Newspapers | A few hundred rupees per paper |
| Written applications and reminders | Nothing beyond postage |
| An RTI | A small prescribed fee |
| Court | The only expensive rung |
The envelope in one line: covering letter with your phone and email, affidavit (notarised), Public Notice typed in two copies with two witnesses on each, CD in MS-Word format with the signed CD-Certificate, both complete newspaper pages, photo identity proof, address proof, photographs and the BharatKosh receipt.
Before You Escalate: Check These
- Do you hold an acknowledgment for the first application?
- Has a reasonable time actually passed?
- Has a written reminder gone, quoting that date?
- Are you climbing to the next rung, rather than skipping several?
After It Moves: What to Do
Get the corrected document, check it against your own papers before leaving the counter, and add one final line to the diary. Then keep the whole file, because a matter that was once contested is the one most likely to be questioned again years later.
What Other Websites Get Wrong
- Wrong: if they refuse, go higher immediately. Right: go higher in writing, quoting a dated application they can see.
- Wrong: an oral refusal is a refusal. Right: without an acknowledgment there is no record you ever applied.
- Wrong: write a long letter explaining everything. Right: one page, dates, one request.
- Wrong: skip to the divisional level. Right: that usually comes back down and costs you months.
- Wrong: a documentation office can take you to court. Right: that step needs a lawyer, and anybody saying otherwise is selling you something.

Why We Ask What You Have in Writing
When somebody from this district tells us an office has refused them, our first question is not what was said but what they hold. An acknowledgment with a date changes everything; a remembered conversation changes nothing, because nothing above that counter can act on it. Quite often the answer is that no written application was ever submitted, and the useful advice is to go back and submit one properly rather than to escalate a dispute that has no record. And where a matter genuinely belongs in a court we say so, and say that it needs a lawyer rather than us, because taking money to prepare papers for a route that cannot work is the worst thing an office like ours could do. Vipin Chauhan, B.Tech LL.B, asks what is in writing.
- We ask what you hold, not what was said: only the first can be escalated.
- We send people back to submit properly: before climbing anywhere.
- We keep applications to one page: dates, reference numbers, one request.
- We say when it needs a lawyer: and that it is not us.

Name Change in Raebareli: FAQs
The office said it cannot be done. What now?
That is a conversation, not a refusal. Submit a written application and take an acknowledgment, even if they have just said no.
Why does the acknowledgment matter so much?
Because every level above works from the record. Without it, as far as anybody can see, you never applied.
What is the next step after a reminder?
The next officer in the same department, then the district level, then the divisional level at Lucknow.
Can I go straight to the divisional level?
You can, but it usually comes back down again because the district office has never seen the matter, and that costs months.
What should each letter say?
The date of your first application, the acknowledgment number, what has happened since and the one thing you want. One page.
Does an RTI help?
Often. Asking the status of your own file is a question about information, it has a defined timeline, and files frequently move once somebody must write down where they have been sitting.
What do I ask in it?
Narrow factual things: the date of receipt, the present position of the file and the name of the dealing officer.
When does a matter actually need a court?
Where a record cannot be found at all, where a date of birth falls outside every permitted window, or where two parties claim the same entry.
Can you handle the court stage?
No. That needs a lawyer, and we say so rather than preparing papers for a route that will not work.
Is the gazette ever refused?
Rarely, because it is a publication rather than a permission. Files come back for missing signatures far more often than they are refused.
What should I keep through all of this?
A one page diary: date, office, who you met, what was said. Every rung above asks the same question.
How long before I escalate?
A reasonable time, and then a written reminder before the next rung. Most files move somewhere between the second and fourth rung.

The Short Version
Most guides tell you how to apply and almost none tell you what to do when an office refuses or simply stops replying. The first thing to understand is that somebody at a counter saying it cannot be done is a conversation, not a refusal. A refusal you can act on looks different: you applied in writing, on a known date, you hold an acknowledgment, and either they replied or they did not. Everything above that counter runs on those four facts, and without them the next officer has nothing to look at, because as far as the record shows you never applied. That is why so many people are stuck, not because they were refused but because they were told no and went home. So the first move is never to argue. It is to hand in a written application and ask for an acknowledgment, even if the person in front of you has just said it will not work. Then climb one rung at a time, quoting dates, and most files move long before the top.
