That is the whole argument for doing this while your child is small. It is not that the rules change with age; they do not. It is that the number of copies grows every year, and each copy is a separate application at a separate counter later on.
Parents who correct a certificate at three years old rarely think about it again. Parents whose children reach a passport application at twenty-two with a mismatch spend months on it.
If the Name Field Is Blank

- Within the first year it is lightest, and registering offices handle these routinely.

When a Gazette Is Genuinely Involved
